OLD BUSINESS: Courthouse East — 723 — 5th Ave E; remodel existing building into office/apartment use; proposed new coffee shop — Separate six lots were sold off to another entity. Will Fire, Building, and Public Works need them to bind those lots? Let PJ know next week. Town Pump — 2910 Hwy 93 S — casino addition — No closer than they were in April. They asked how close they are to getting their permit. Issues such as landscaping, bike paths, parking, handicap parking details, and MDOT/county approval have not been addressed. Holiday Inn Express — Spring Prairie; new hotel — PJ and Jeff sent them letters with comments. They need to have some separation of at least a 5' landscaping buffer between their sidewalk and their parking. Westwood PUD — requested PUD amendment re: setbacks — Clarification of their PUD conditions because setbacks weren't clear. Site Review needs to determine if this is a minor or major change. The request is to (a) maintain the 20 ft setback from the perimeter of the site; (b) allow a 10 ft front and side corner setback, provided that there is a 20 ft minimum from the garage door to the sidewalk; (c) allow a 10 ft rear setback; and (d) apply a 5 ft setback throughout the project. They are using some of the additional space to move some parcels/building pads further away from the flood plain. The committee agrees this is a minor change and the request is approved. On a separate note, the secondary access is a bridge crossing with a 16' wide travel surface. Jackola is designing the bridge. Does it meet fire dept needs? The road in front of the units will need to be named. Anything other than Lot 14, access will need to be looked at by Fire. Property line at Lot 14 is being moved slightly to meet setbacks. NEW BUSINESS: Greenery — 60 — 4 Mile Dr.; shell for new building — Norman Beach — corner of 4 Mile Drive and Highway 93 — PUD — most infrastructure is in, most of the drainage is installed, they have two buildings done out of the four. Each building requires them to come back to Site Review in order to review for any new/updated codes, and we are reviewing the third building today. This was originally through Site Review in the Spring of 2004. Nothing has changed on this project. Buildings D&C Phase 1, Buildings B&A Phase 2. One man hole will be attached in three weeks. All lighting has been purchased, all landscaping will continue through the project. Four suites in each building, with 16 suites total. Fire hydrants were noted. Will be putting in panic bars in the next two buildings. Brent asked for Knox boxes on the building per the S.O.G. Will put in asphalt up to the last building area. Will be leaving footings only until next year for the fourth building. PJ referred them to speak with Susie in Public Works regarding any drainage. PJ will need to look at their lighting plans. This is on the Architectural Review Agenda for next Tuesday. Pending ARC approval, the lighting plan and Public Works approval, this project is passed through Site Review. Hutton Ranch — No parking plan received yet. We will review the pads individually. Access permit was approved by the State. This will be on the agenda next week. Western Building Center — 1745 — 3rd Ave E; addition to existing hardware store (preliminary review) — they have 83 parking spots. Sidewalk with single one-way drive on Third Avenue East side. Storage building will be moved. The water line will also be moved. Hydrants were noted. Lumber storage will be sprinklered. Display area is in front. There are three entrances. They will need four handicapped spaces. Craig will take a look at the exits. The Fire Department requires that their FDC sprinkler system be located at the front entrance. They should talk with Public Works for their input. PJ will get back to them with any zoning or parking issues. This will be fenced off, but the gate will be open during business hours. 121 Financial Dr. — new office building — 33,000 sq. ft. office building going in behind Crop Hail. They have some required loading areas and elevations for flood plain areas which are not shown. Parking is okay. Will require another hydrant. They are going to sprinkler here. PLANNING OFFICE ITEMS: Autumn Creek Subdivision — previously denied by the City Council because of the cul-de- sac length, density, and traffic impacts to Hathaway and Highway 2 as presented by the neighborhood. The project includes 17 residential, single-family lots, with 4 townhouse units. There are wetlands in the open space area. A small park area is included. Their county approach has been approved. Lee Hershberger spoke with all of the neighbors. Some were concerned about the driveway. They are now more comfortable about it. According to Lee, the neighbors are now either supportive or neutral on this. The cul-de-sac is at 607 feet from 2 the Hathaway right-of-way entrance. Center to center would be 687 feet. Pumping station in right-of-way and 20 foot easement. Need larger berming and greater setbacks because ofthe by-pass and noise mitigation, and they will need to develop additional info on it. Could move the townhouse units to Lots 7 and 8 and make 5 and 6 single family units. They could apply for a variance on the extended cul-de-sac. Another idea —move the townhouses to the lots in the front of the project. Existing shed on Lot 14 will be torn down. They are willing to put hydrant locations as required, with one at the end of the cul-de-sac. Westview — Mike Frasier — Some of the street trees are dying or are dead and the seeding never happened. They will replace the trees. Mike Frasier needs to talk with Mike Baker. Cottage Gardens — Density issues were a concern when we discussed the project earlier this year — 20' paved alleys with no parking. Homeowners will have to police this. How would we get the two required parking spaces on each lot? If lot has two -car garages, maintain 20' driveways from the garage door to the sidewalk. Discussion was held. Flood study will be necessary . Fire is okay with the access alleyways. They need to be 24', no curb, with gravel along the road. Drainage will go through a swale. Driveways will be paved. Sean asked about naming roads when two loop roads with separate names come together with one common road. Brent said he works with Fred in Public Works on these. This common road will be named the same as the loop that goes in first. There will be landscaping along Three Mile Drive. OTHER REPORTS: OS2 (Office Solutions) — 700 Sunset Boulevard — adding on a loading dock, parking lot backs out into Wyoming. They will also be remodeling the building. Flathead High School — this has gone through Architectural Review. Site Review did a CUP before. They are building out of a fire lane. Forest Service Building — going in south of Glacier High School on Stillwater Road. They will be meeting next week with staff for a pre -application discussion. Communication tower height. Would like to put in a large sign. Access issues. Stillwater will probably be a four lane street. Will need more land for the road. Landscaping buffers necessary.
