10-06-16 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, October 6, 2016 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Fire Chief Dell Phipps, Industrial Pre -Treatment Coor. Wade Rademacher, Police Captain Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz (Montana Department of Transportation); Margaret Davis (citizen); Tom Heinecke (Morrison-Maierle); Grant Kerley (Swank Enterprises); Hunter Boyd (Krispy Kreme); Jason Betterley (Kalispell School District 95); and Nick Calles (Kramer Enterprises). HEAR THE PUBLIC: Margaret Davis, 160 Charlotte Avenue: "I have read the PUD Ordinances regarding the new business and the old business in the H-1 zone. Two PUDs are involved. The Ordinances are quite specific. In one case, the 1995 Ordinance has been amended, and it seems to be the correct process. At some point along here you should include amending the PUDs to take care of these changes in direction and Master Plan and development in order to comply with the Ordinances. Those are Ordinances 91226 and 91689. Thank you." PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: USFS — 650 Wolfpack; new storage building. An updated Landscaping Plan has not been received yet. Tabler stated we are looking for the bond on their road extension for Public Works. There is a modified SIA that will be done. This will be on the agenda for next week. First American Title — 219 E. Center; new office building. They have been submitting more information on this project. Tabler will check with Haskins on the status of this when he returns. Sorensen suggested that Public Works contact them. This will be going to ARC. This will be on the agenda for next week. Glacier View Professional — 165 Commons Loop; new office. Revised plans were submitted to Public Works yesterday. This will be on the agenda for next week. Spring Prairie 4 — 2100 Hwy 93 N; Kidsports picnic shelters. The shelters are going in the transition area between Kidsports and Spring Prairie 4. This is approved through Site Review. They will continue to work with Fincher. This will be going through Architecture Review on Tuesday. NEW BUSINESS: Hedges — 827 — 4th Avenue East; new temporary classroom. They plan on using this temporary classroom for 2 to 3 years, and want to have it up and running by December 1st due to their grant money timeline. This is a 30' x 30' modular classroom, without any water or sewer services. It will be 17' off the sidewalk to comply with our 15' setback. Their garbage containers will be moved into the abandoned street that runs between Hedges School and the playground, down at the south end by the gate. This will be going to Architecture Review on Tuesday. This is passed through Site Review. KRMC — 320 Sunnyview Lane; new digestive health building. This will be going off the north of the existing building, right near the Women's/Children's Clinic. The project is very preliminary at this point. We will need to see how it works in with the PUD structures that are out there. We have not received anything electronically. This will be on the agenda for next week. PLANNING OFFICE ITEMS: Airport Road & Teal - 96-Unit, 3-Story Complex — This project will be going to a work session to receive feedback from the Planning Board and the public. OTHER REPORTS: Certificates of Occupancy Papa Murphy's — 2 3rd Avenue E - They are taking down the original building today and want to minimize downtime for their business. They plan to get their drive-thru going right away and then do the other site work. We will be doing a Certificate of Completion as part of this. Walk-in traffic would not be allowed without their C of O. The Committee is concerned about public safety around the drive-thru. They have fenced around the new building where only drive-thru traffic can get in. They will need to maintain the space within the chain link fence. Bonding for completion is not required at this time, as they plan on paving next Friday and have all site work completed in two weeks in order to obtain their C of O. Krispy Kreme — Spring Prairie 4 - They will need a temporary access plan. A lot of the infrastructure has not been completed. One entrance will be available off Highway 93, which is a "Right In Only" and would give access to the site. Freyholtz is fine with this. They will have "Do Not Enter" signs and permanent stop signs in. Basically everything that is paved now are two entrances off Reserve and a main road all the way down. These entrances/exits off of Reserve would also be available. Traffic control on -site will have barricades/cones where site work is still going on. Krispy Kreme has parking on -site. Tabler stated Public Works is still trying to finalize the sewer system with them with a Memorandum of Understanding. The question to resolve is, who is going to own and maintain the sanitary sewer? Phipps still has issues with their grease interceptor that need to be resolved. The manhole needs to be cleaned out before they can hook to the City system. Water is accepted. Some sidewalk needs to be completed for access to the building. They 2 plan to pour tomorrow, weather permitting. A confirmation needs to come from the developer as to what direction they are going. Freyholtz is fine with this project.
