City Engineer Sean Conrad, City Planner Mike Eaton, Fire Inspector Roger Krauss, Asst. OLD BUSINESS: Courthouse East — 723 — 5th Ave E; remodel existing building into office/apartment use; proposed new coffee shop — Discussion was held regarding binding the lots so as not to cross the property lines. Mike E. requested one point of contact for inspections, etc. The main building has one owner, and the coffee shop and tunnel have another owner. Both are on one water system. Will combine lots on both sides together, checking lot lines and utility lines before the final design of how they will be bound. Public Works said they may need some type of easement. This would also pertain to the sprinklering main. Jeff will look at this. Town Pump — 2910 Hwy 93 S — casino addition — They have a conference call this afternoon with PJ. We haven't heard on whether they will be sprinklering the building. They haven't submitted a lighting plan. Mike B. said that buffering and landscaping the parking lot are two separate issues. Public Works has not received anything on drainage yet. They have not responded to most of the letters sent to them from all departments. Nothing from MDOT or DEQ on this. They should not have more than a 36' driveway. They will need an 8' main for the fire hydrant, service line and extend gravity sewer. Still waiting on engineering drawings. PJ will discuss these and other issues with them today. Holiday Inn Express — Spring Prairie; new hotel - Waiting for their new submittal. Hutton Ranch — Hwy 93 N; new theater complex, new First Interstate Bank branch, new retail shops/pad "E", and new office building/pad "C" — no overall parking plan yet. Approval of overall drainage plan is taken care of per Frank. Mark was concerned that they address pedestrian access with all of the buildings. We still need more information for Fire. This will be type 2 and Type 5. The hydrant and fire access road need to be completed before they get their building permits. 121 Financial Drive - new office building — Still only have the first site plan. Waiting for a more complete set. Fire will be requiring an additional hydrant right next to the driveway going into the new building. NEW BUSINESS: Shining Mountain Church — 8th Ave EN/Oregon; review of parking layout - Parking area has a new layout. They will have to maintain their drainage on -site with a dry well under their parking lot. Sean will move forward on the subdivision. Office Solutions — 700 Sunset Blvd; loading dock addition and remodel — They may not be able to do the loading dock. They will need to take out the two parking spots that back into the street and make the other two spots in the front into one handicapped space. Other public parking would be in the back. Roger is concerned about us approving any of the parking in the front, including the possible handicapped spot, that back out onto Wyoming/Hwy. 93. Flathead High School — 644-4th Ave W; addition to school — Chuck Cassidy is present from School District #5. Brett Corbett, School Resource Officer, came over previously to discuss this with PJ. The building will be going in where they will lose a string of parking but they will gain parking in other areas. They will start a permitting system for the parking. They will be adding two more handicapped spots. There is an open area for deliveries and emergency vehicles. The outdoor area for students to eat lunch is different. They are down by 11 parking spots during constrution. 24' lane along new addition in senior lot. Will be adjusting bus loading areas. Discussion was held regarding the drop off and picking up of the handicapped students. Once the project is completed, there will be enough parking. They have taken out some fences and are "dressing up" the building. They will have 20 visitor parking spaces. They have the Knox padlocks. School staff will be policing the parking. They will be doing a "boot" system for enforcement. The bus loading areas will be signed. This is approved for Site Review purposes. PLANNING OFFICE ITEMS: Meadows — The general project was presented to the committee. Most units are Type B, with one Type A. Four-plex buildings, two and three bedroom units. The infrastructure for the whole project will all be built at once. Start with 8" water and sewer line, with 12" connection for a loop system. They have proposed a lift station. They will discuss this with Public Works. Storm water detention is in the northeast corner, and they may need to dress it up a bit. There will be one 2" service line into the building. Will have a mechanical room. All signs for the site will be located on the main three driveways and will be the monument type. They are not putting in sidewalks on one side of the road. Sean said that Planning would like to have more sidewalks throughout the project for connectivity. 15' from sidewalk to garage was discussed. The Committee will accept 20', or 25' from the back of the sidewalk. Detention pond depth, fencing, underground possible detention pond, were discussed. They would like to present it as fenced and then landscaped. Public Works will consider this. There will be a central irrigation system and lots of landscaping. Mike B. is okay with this project. Trunk line for West Reserve and Stillwater south to north region. 12" water line on Four Mile Drive. We are going in at Westview. They will be putting in a loop system on this project. There will be a putting green made with artificial materials. Mark agreed with Sean to add more sidewalk. Fair Housing may require the sidewalks. PJ noted that there may be a requirement for handicapped parking also. 138 units. The clubhouse is 4,000 feet. Mike E. will check on the sprinklering requirements, if any, on the clubhouse. They will do 5' sidewalks on Four Mile. They will irrigate the park. Mark questioned the grade with driveways and sidewalks. This is covered in the grading plan. They will have roll over curbs. Condition that the sidewalks be kept clear of snow (by the homeowners). The sign is larger, so they will need to include it in their PUD. They will make change the driveways to include a 20' setback. OTHER REPORTS: Fair Housing Workshop — Thursday, August loth from 9 a.m. to 1 p.m. PJ asked that Site Review be moved that day to 2 p.m. Everyone agreed. Starbucks — PJ asked if anyone had any issues. No one had any. Seventh Day Adventist — distribution center — Still trying to figure out the fire flows at the east north area. They will be using the numbers they would expect to be there in order to proceed. Mike will check with Brent on this. Cedar Commons — Trying to get started digging by August 8th. Jeff is working on his comments to them. Final Plat is going to Council August 7t'` Westwood — Fire Department has given their approval on the secondary access, which is a bridge crossing with a 16' wide travel surface. Kid Kare — The old V. A. Clinic downstairs is leaving, and the whole building will be a daycare center. Heritage Bank — They may not have enough parking. The ATM location we suggested last week was discussed with them. They do not want to change their ATM location because they would like it to be seen from the road in the front. Discussion was held. The committee will require the ATM to be located by the drive-thru. Mountain Vista - It is basically a completed subdivision but there is no running water and no sewer service. Craig and others are meeting with them at 2 p.m. today. The lift station at Aspen Creek is not complete yet. The pipe is still under construction. No functional hydrants yet. No building permits have been issued yet. No meters will be issued until the pump station is functional. All of this will need to be completed. They can bond for some things, but not for off -site improvements to be constructed by others or for fire access. Cell Tower — Roger spoke on a cell tower issue where the foundation for the tower was previously built. T D & H — Three Mile Drive & Meridian — looking at splitting their property in half. They have a permit from MDOT for access. Soccer Concession Stand — at Kidsports Ball Fields — Plans are coming in from Ken Williams. Granrud Lane — update re: upgrade Gardner Auction — Power line in Gardner subdivision is overhead and it needs to be underground. This has created other issues. General Subdivision/PUD discussion — Mark challenged the committee to do better. Craig thinks private should be addressed the same as public streets. PJ pointed out that the developers are using the PUD to "sidestep" standards. It should be used as a zoning instrument and not to be used as a variance for Public Works standards. Road width, driveway lengths, sidewalks, etc. should not be substandard. Mike B. said we need to be more prudent with the PUD. PJ stated that safety issues need to be considered. Mike B. said he thinks we are dealing with "property rights" people. Craig said we have learned that private streets become public streets.
