09-29-16 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, September 29, 2016 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Fire Chief Chad Fincher, Parks & Rec. Director Jarod Nygren, Senior Planner Wade Rademacher, Police Captain Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz, Montana Department of Transportation HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: USFS — 650 Wolfpack; new storage building. We are still waiting for their Landscaping Plan. Their Amended Plat has been submitted along with the SIA. Nygren will confirm that the SIA was recorded as well. Fincher will contact them. This will be on the agenda for next week. First American Title — 219 E. Center; new office building. We received some documentation for Architectural Review, including their Landscaping Plan. They made some of the changes we had requested regarding parking backing into the street. All the parking is in front now. They still need to submit some civil plans for Public Works to review. They are not showing any details on the concrete walk or how it crosses there. They may also need to show drainage. Fire is fine with this project. Fincher has four items that he needs, and he will contact them. This will be on the agenda for next week. Glacier View Professional — 165 Commons Loop; new office. They submitted an updated Landscaping Plan, and Fincher is fine with it. Public Works is sub -consulting the review on the resubmittal. Sorensen has two issues: Lighting and the "Do Not Enter" signs need to be shown. This will be on the agenda for next week. KRMC — 310 Sunnyview; temporary mobile MRI unit. We discussed this trailer last week. Their updated plans show it more clearly. They are taking out two private trees. We had asked for restoration when the Digestive Health Institute is completed, and that needs to be noted. They do have an ADA ramp. This is passed through Site Review. Spring Prairie 4 — 2100 Hwy 93 N; Kidsports picnic shelters. The shelters are going in the transition area between Kidsports and Spring Prairie 4. They have not submitted a site plan or anything for ARC. Fincher stated the trail alignment is a little different from what was shown on the PUD just to pull it away from existing trees, but they are working with him on that. He is also waiting for Dan Johns (from Kidsports) to sign off on this. This will be on the agenda for next week. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Airport Road & Teal - 96-Unit, 3-Story Complex — Nygren asked if anyone had any comments regarding this project. He will be putting their conditions together today and will send them out to everyone. Their initial zoning is proposed to be RA-2, but he feels that the project is too dense for the site.
