09-22-16 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, September 22, 2016 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Fire Chief Keith Haskins, City Engineer Tom Jentz, Planning & Building Director Wade Rademacher, Police Captain Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz (Montana Department of Transportation); Toby McIntosh (Jackola Engineering); and Margaret Davis, Citizen. HEAR THE PUBLIC: Margaret Davis, 160 Charlotte Avenue: "I'm interested in the hospital zone and pedestrian ways. At Conway Drive there are no sidewalks that meet Hwy. 93. Those pedestrians and bicycle people that are using the paths on 93 then have to go out into Conway Drive. There is a retaining wall on each corner, so folks have to use the street. There is a crosswalk that goes across 93 that goes over to the guardrail. That should be sorted in some fashion that is safer. I assume that the eastside pedestrian path and bikeway are part of their building effort. Finally, the Immanuel Lutheran Home's extension of Buffalo Hills Terrace Apartments is moving along, and I hope that easement is in the process of being secured. I know the architect said they would put in a garbage holding area, concrete block thing potentially where a path easement might be the most effective, and I don't like `do-overs' either, but if that thing has to come down to make a good path, go for it. It is a serious problem with making connection between Mission Street and then extending any kind of pedestrian way along the golf course. Mission Street, of course, is a problem. One thing that might help is somewhere, sometime buying the house on Crestline that has a big retaining wall that effectively pinches Mission Street at the top, or the north end of Mission Street where it meets Crestline and goes into Claremont. Thanks." PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Scotty's — 2205 Hwy 93 S; new storage building. One of the reasons why this hasn't been moving forward in terms of getting plans in from them, is that they are still working on the purchase of additional land from Culligan's. They are withdrawing this for now and will bring it back when they are ready to move on it. USFS — 650 Wolfpack; new storage building. Haskins commented that their Preliminary Plat has been reviewed by Public Works. They were going to file it with the County, but he doesn't think that has been done yet. We are still waiting for their Landscaping Plan. This will be on the agenda for next week. First American Title — 219 E. Center; new office building. Nothing new has been submitted yet. They are working on a redesign. This will be on the agenda for next week. Glacier View Professional —165 Commons Loop; new office. Revised Landscape Plans have been received. Sorensen spoke with them about clear vision triangles. He didn't see the one-way signs on their plans that they were going to put in. They are working on putting together some responses to comments that Sorensen had. Public Works is reviewing their second submittal. This will be on the agenda for next week. NEW BUSINESS: KRMC — 310 Sunnyview; temporary mobile MRI unit. They will be building on another addition to the Health Center. It is a 3-story structure. The mobile MRI unit will be parked during periods of time on the eastside. Sorensen stated that screening would be required around their permanent parking space. They will be taking out two handicapped spaces, so it was suggested that they put in two other handicapped spaces elsewhere, and make sure there is an accessible ramp. It will be restored to the original condition once the Digestive Health Institute is completed, including the curbing. McIntosh stated they are working on construction drawings for the institute. This will be on the agenda for next week. City of Kalispell/Public Works — 1520 — 1st Avenue W; new storage bldg. This is a shed to store sand, chips, and aggregate for the winter. It will be a 3-bay structure for cold storage. This is approved through Site Review, but will still need to go through ARC. Spring Prairie 4 — 2100 Hwy 93 N; Kidsports picnic shelters. The shelters are being put in by Spring Prairie according to the specifics as called out in the PUD. They will be going in the transition area between Kidsports and Spring Prairie 4. They are working with Fincher on this. PLANNING OFFICE ITEMS: There is nothing for the September Planning Board. The October and November Planning Board meetings will have more. Airport Road & Teal - 96-Unit, 3-Story Complex — Nygren received the application for apartments. There are some setback issues, and they will need buffering on the side that borders the residential area. Their initial zoning is proposed to be RA-2 and they will need to be annexed. This will need to go through Architectural Review. Nygren sent this out this past week for our comments. 2 Dedman will check their turning radiuses for the ladder truck. Any comments you have for this project need to be submitted to Nygren by Friday. OTHER REPORTS: Highway 93 Bypass — Freyholtz noted that there will be a grand opening for the bypass on Wednesday, October 26th The meeting was adjourned at 10:25 a.m. cc: Police City Manager Fairgrounds MDOT Bldg.
