PERFORMANCE BOND REMINDERS:
Canvas Church — Sorensen released the bond for their parking lot.
OLD BUSINESS:
Scotty's — 2205 Hwy 93 S; new storage building. They have extended a gravel parking lot there.
Nothing new has been submitted. This will be on the agenda for next week.
USFS — 650 Wolfpack; new storage building. Their Preliminary Plat should be submitted soon. We
are working on a Property and Improvement Agreement with them. It will need to be finalized and
then signed by our City Manager. Public Works has approved this project. We are still waiting for
their Landscaping Plan. This will be on the agenda for next week.
First American Title — 219 E. Center; new office building. Nothing new has been submitted yet.
They are working on a redesign. This will be on the agenda for next week.
Glacier View Professional — 165 Commons Loop; new office. Comments have been sent out and
Public Works is waiting for revised plans. We have their Landscaping Plan. They had sent us a
question regarding the staircase that comes down and cuts into the sidewalk a little bit. It is a 5'
sidewalk that will be pinched down to about 3' to 3'/2'. They sent out something with the topography
that they were trying to make work with this staircase. This is fine with the ADA. APEC did not
think the City would approve it but it's a private sidewalk so it is approved by the committee. This
will be on the agenda for next week.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS:
There is nothing for the September Planning Board. The October and November Planning
Board meetings will have more.
Airport Road & Teal - 96-Unit, 3-Story Complex — Nygren received the application for
apartments. There are some setback issues, and they will need buffering on the side that borders the
residential area. Their initial zoning will be RA-2 and they will need to be annexed. This will need to
go through Architect Review. Nygren will be sending this out this week for our comments. Dedman
will check their turning radiuses for the ladder truck.
OTHER REPORTS:
KRMC — Women's and Children's Clinic — McIntosh stated they have made changes as to the
required conditions. They moved the handicapped parking off to the side, except for two that they
still need. They raised the sidewalk, and the parking bumpers are no longer necessary. On the other
side, there was an issue with having the concrete through the asphalt going through the loading area,
so that revision was also made. McIntosh clarified that the concrete is the start of the 10' asphalt
path that they did last year, which just ends. Everyone approves these changes. The Photometric
Plan will be modified and sent to Sorensen. They are waiting for impact fee calculations from Public
Works based on the new parcel lines. The irrigation line in the back was discussed. The feed will
come from within the building.
Hobby Lobby — A new diagram shows that they have moved the front area out where they have 24'
for the driving surface through there but have the straight curb line that is coming down instead of
coming down with the original curb line and then swinging out. In the back, they have about 30'
through there.
119 E Idaho — replace parking along highway with landscaping. Previously the Red Neck Chique,
this is now occupied by the Montana Therapeutics office. The parking in front now needs to be
removed because of the change of use. There is a sidewalk, and they will have a couple of sidewalks
that will come up and connect. They will also put grass and shrubs in there. No vehicle will be able
to pull in there off of Hwy 2 now. Public Works is fine with their proposed changes. Sorensen will
check with Parks on this.
Medical Arts Parking — McIntosh asked about the pedestrian crossing. Tabler stated that Public
Works had asked if it will be impacting existing facilities. Public Works is fine with this. McIntosh
stated that the only thing outstanding is the Phase III parking where there was a pedestrian crossing.
He will probably have to do an updated impact fee map. They will probably want to do the water tap
for the irrigation service soon. Frank Garner will be dropping off the video on the Frogger Crossing
for Public Works to see. Garner really wants to get that crossing in, but Public Works is torn.
