08-08-16 City Council Work Session MinutesKALISPELL CITY COUNCIL WORK SESSION MINUTES AUGUST 8, 2016 View the minutes attached to the audio of the meeting at: ht!p:Hkalispell.com/mqyor--and city council/meetings.php A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD ON MONDAY, AUGUST 8, 2016 IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS JIM ATKINSON, SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, AND WAYNE SAVERUD WERE PRESENT. Also present: City Manager Doug Russell, Public Works Director Susie Turner, and Solid Waste Working Supervisor Mike Nicholson. Mayor Johnson called the work session to order. DISCUSSION ITEMS General Public Comment None. Amendments to the Permit Process for Parades and Special Events, and the related Alcohol Addendum Russell introduced the topic and opened the discussion. Gabriel commented the original intent of this was for non -profits to draw people to their events, not so for -profit groups can serve alcohol. She said she is really worried about groups like the Lakers selling alcohol when children are present. There was lengthy discussion. Guiffrida remarked he wants to make the language as strong as possible; he does not want to discriminate. Mayor Johnson commented that you can't hide alcohol use from kids but you can use the use of alcohol in public as an opportunity to teach them. Atkinson spoke against having alcohol available outdoors on city property where kids can see. Gabriel stated she has a huge problem with for -profit businesses doing this and she would rather see non -profits benefit. There was further discussion. Mayor Johnson noted he has a problem with discrimination between profits and non -profits. Kalispell City Council Work Session Minutes August 8, 2016 Page I Pam Carbonari, Kalispell Downtown Association, spoke against requiring non -profits to sponsor events, stating there are a lot of upfront costs involved. Gabriel also suggested that the museums in town be sent a memo reminding them that alcohol cannot be served or sold without a permit. Council consensus was to send the permit form and ordinance back for additional editing. Russell noted the barricade set up fees are also being examined. Public Comment Shawna Steele, Desoto Grill, said the "Big Shindig" was a success but they knew it would not turn a profit. She said they had to have another group supply the alcohol because they only have a cabaret license and they can't sell alcohol unless it is with a meal. Willy Steele, Desoto Grill, stated they did bring a non-profit group (Little Guy Wrestling) in to do a raffle and they liked the opportunity to choose a non-profit on their own. Pam Carbonari, Kalispell Downtown Association, suggested adding the city -owned leased properties into the ordinance after Buffalo Hill Golf Club, thereby allowing alcohol to be served without a permit. 2. National Forest Service Building Appraisal Russell introduced the topic and explained what has been discussed so far. Turner answered questions. There was discussion. Guiffrida noted he has a problem paying for the improvements, particularly the "immediate repairs". He said the city needs its own inspection done so it can counteroffer, and anything done to lower costs can go into maintenance. Turner noted the site was paved at least 20 years ago. Council directed staff to gather further information on needed improvements. Public Comment None. 3. Solid Waste Division Business Plan Update Russell introduced the topic and turned the discussion over to Turner, who gave a PowerPoint presentation. Kalispell City Council Work Session Minutes August 8, 2016 Page 2 Turner noted it has been three years since expansion of the solid waste pickup area and supplied additional information. She said it is important that operators know all the routes to cover all of the shifts and praised Mike Nicholson for the Spring Clean Up idea, as it is has been a huge success. Turner stated Solid Waste has the availability to service both Silverbrook Estates and Northview Heights and requested council authorize them to do so. There was discussion. Council directed staff to move to begin to service Silverbrook Estates and Northview Heights. CITY MANAGER/COUNCIL/MAYOR REPORTS Russell announced the budget resolutions and an amendment to the hockey agreement will be on the August 15 meeting. Guiffrida requested tentative dates in September to finalize the gubernatorial candidate forum. ADJOURNMENT The work session was adjourned at 9:12 pm.
