09-01-16 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, September 1, 2016 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Keith Haskins, City Engineer Jarod Nygren, Senior Planner Wade Rademacher, Police Captain Kathy Nelson, Recording Secretary Dave Dedman, Fire Chief Tom Jentz, Planning & Building Director Rick Parker, Building Plans Examiner P.J. Sorensen, Chairman GUESTS: Toby McIntosh (Jackola Engineering); Brian Nelson (APEC Engineering) and Margaret Davis (citizen) HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Scotty's — 2205 Hwy 93 S; new storage building. Nothing new has been submitted. This will be on the agenda for next week. KRMC — 310 Sunnyview Lane; new women's/children's clinic. The handicapped parking issue has been resolved, and there are still some questions about how the pedestrian path comes through there. We also had discussions yesterday about the property lines coming through. It was designated as common area but that has been transferred over. The boundary between the Health Center and the Women's/Children's Clinic are pulling at least 10 feet off the stairwell. On the north boundary, we pull it 10 feet off the north line of the Women's/Children's Clinic. There would still be common area as explained by McIntosh. The existing connections were discussed. The current KRMC boundary will be pulled out to cover 10 feet along the central plan expansion, 10 feet off of the east end of the building, and then make sure we had 10 feet in between. They may center it between the two buildings. McIntosh will forward the new property lines electronically. We would like to see that a final version is submitted, and submit the receipt to us showing it was filed. The handicapped parking will be flipped and the path alignment is going around the transformer and crossing through to the south. The concrete area for the pedestrian crossing issue needs to be resolved. Marcello didn't want concrete crossings. This is important to the City to have them there. Haskins added that the concrete emphasizes that it is a pedestrian route through a parking lot instead of a parking lot crossing a pedestrian route. This is approved with the condition that we have a review of their final plans that would include all the crossings for this eastside pedestrian connector be concrete when it goes 1 through the asphalt. If they disagree with the concrete requirement, they can appeal it to Council. Hobby Lobby — Spring Prairie 4; new retail. It will be a 55,000 sq. ft. building. There is a 10'8" bump out in front. This needs to be clarified as to whether it continues all the way across for the entire front area or how far it carries down. Haskins would prefer they remain consistent all the way across. This was moved through Site Review. Changes to the front of the anchors will be reviewed as a revision to the overall plan. Kalispell Center Mall — Herberger's expansion. Fincher is satisfied with the landscape, but would like to clarify the species. Haskins still wants a pedestrian connection from 5th instead of requiring people to walk through the parking lot. Dedman was informed that they are adding another sprinklering system. This is moved through Site Review. USFS — 650 Wolfpack; new storage building. Nothing new on this project yet. This will be on the agenda for next week. First American Title — 219 E. Center; new office building. Sorensen informed them that their change in the layout would work well. Nygren will contact them about the re -zoning, as it may benefit them. The parking will be reduced in half and the setbacks are changing. They may consider a different design or layout. This will be on the agenda for next week. Glacier View Professional —165 Commons Loop; new office. Architectural plans will be coming in tomorrow. They are going through the review comments from Public Works. Parking was discussed with Nelson. They will need a modest directional sign, "Do Not Enter," on the exit side of the road. The handicapped parking, specifically the van accessible dimension size, was questioned. Nelson will verify the width to be an 8-foot space with either a 5- or 8-foot aisle. They will need a 16-foot area, including the aisle. This will be on the agenda for next week. Sorensen stated the lighting and landscaping plans will be coming in this week. This will be on the agenda for next week. J2 Office Supply — 115 W Wyoming; new storage. We have had discussions about the property lines being combined together. McIntosh will research the lines. Landscape was also discussed. McIntosh will send the calculations to Sorensen. Overhead power is there and he wasn't sure if he could get street lights installed. Haskins stated that sometimes they can put a lamp on an existing pole rather than a new base, and it sounds like they will meet the requirement. Regarding the underground detention, the number of access points was in the parking lot submittal. Haskins asked for a narrative explaining how it will be cleaned and maintained properly. McIntosh will also submit as-builts that provide what the vertical change would be. The handicapped ramp is in there. He will need to get the lighting cut sheets in. There is a 10' utility easement that should be for the entire frontage. There is an existing water line easement from 1910 that runs through the building and many other properties. It will probably need to go through City Council to be abandoned. McIntosh will have their surveyor check into it. This is moved through Site Review. NEW BUSINESS: None. 2 PLANNING OFFICE ITEMS: There is nothing for the September Planning Board. The October and November Planning Board meetings will have more. Airport Road & Teal - 96-Unit Complex — Nygren met with the Webbers this week. They will be moving forward with an application for apartments. We did voice some concerns with the design and potential neighborhood impacts. We'll see what kind of design they come back with. Ashley Phase 9 — This is at the southwest corner of the project. They had their preliminary plat completed before but it has expired. There are new property owners now. OTHER REPORTS: Aspen Group — Tom spoke with them yesterday on a conference call. They are looking for the status of the Westside Interceptor to be completed or at least begun before they will begin to proceed.
