Sorensen, Chairman Dave Dedman, Fire Chief Jarod Nygren, Senior Planner Wade Rademacher, Police Captain Tom Tabler, Senior Civil Engineer Kathy Nelson, Recording Secretary GUESTS: James Freyholtz (Montana Department of Transportation); and Margaret Davis (citizen) HEAR THE PUBLIC: Margaret Davis, 160 Charlotte Avenue — "Speaking to the PUD Application on behalf ofKRH on the women's/children's clinic. I received a copy of this document, with permission from KRH, from Toby McIntosh from Jackola Engineering. I initially looked up the definition of a Planned Unit Development (PUD) in Montana Code Annotated (MCA). The large PUD with the hospital and its related entities, KRH, is proposing it is not prearranged. It's over almost the whole H-1 zone. It really would dominate the zone. Aside from the Womens/Children clinic, there is nothing prearranged about what the development would entail. It is sort of a reserving of the ability of KRH to implement the Master Plan that they intend according to their application to be implemented over 25 to 30 years. Now the problem I have with that is it cuts the City out of responding in an appropriate planning fashion to the needs of public infrastructure, mainly roads and access. That particularly affects Grandview and potential other accesses through the remaining H-1 zone corridors, which are Commons Way, Windward Way, and up from the south on Mission Street. A Master Plan, in my opinion, is not the same as a PUD. While KRH owns and controls most of the land within the PUD, it is not the sole facility affected by planning within the H-1 zone, namely Buffalo Hills Terrace, Immanuel Lutheran Home, Salvation Army, and the properties to the north would all be affected by this PUD. The Master Plan has some long-term effects on connectivity. The PUD Application is full of statements, like, "where appropriate", "if needed," and so on. It is not a specific prearranged plan. The Hospital should be more responsive to its changing needs. If they work within the H-1 zoning, if they sought variances through the Board of Adjustment, if they had something that wasn't covered, or if they came in with additional uses that would be permitted in the H- I zone ... it would be faster to let the City respond, and it would let the citizens of Kalispell weigh in on this. It's a community hospital, they have management of municipal bonds for low-cost interest funding of their improvements, they have a favorable tax situation, and so, while they contribute to our economy and our quality of life, we are also contributing to their ability to grow and prosper. I hope that the planning people look farther down the road and possibly discourage this PUD as an unnecessary zoning overlay in the H-I district." (Condensed) 1 PERFORMANCE BOND REMINDERS: Captain's Marine — The cost of the bond was set much higher than the initial $3,500 for as-builts. OLD BUSINESS: Scotty's — 2205 Hwy 93 S; new storage building. They are interested in moving forward but are busy with other things at this time. Nothing new has been submitted. This will be on the agenda for next week. KRMC — 310 Sunnyview Lane; new women's/children's clinic. We have received their building application. It does not reflect the changes that we had with moving the handicapped parking over. The hospital is working on updated plans. Sorensen spoke with Marcello yesterday. They are strenuously objecting to having the concrete go through the asphalt. They said it was an unnecessary cost on their part that they shouldn't have to bear. They are worried about precedent setting for other locations at the hospital. Sorensen explained how it is an important issue for the City because the prior PUD in having that pedestrian way go around there, we wanted to mark it as well as we can and they are cutting through the loading dock area so having that called out so that people know that pedestrians are supposed to be there; not that they are cutting through the loading dock. They did not have a resolution out of that discussion. We will consider it in here if they want to pitch it. Public Works is prepared to sign off on this, contingent that they clean up an easement for the existing 12" water main that goes down Glacier View Drive. We need to get into a utility easement. Fincher has not received landscaping drawings yet. Dedman stated their hydrant layouts are good. This will be on the agenda for next week. Hobby Lobby — Spring Prairie 4; new retail. It will be a 55,000 sq. ft. building. The committee is okay with the 2-foot bump out. The PUD calls for an open walkway. They will have a 24' driving lane through there. No new designs have been received yet. This will be on the agenda for next week. Kalispell Center Mall — Herberger's expansion. A full set of plans have been received with more detail on the site layout. There is a small change in the loading dock area. Tabler mention they will be relocating the water main. They will be extending the building down. Their landscaping did not come with a legend. Sorensen will send Fincher what he has. Sorensen wanted to check their tree species choices. Plans are available on the Building drive. Dedman will look at those. This will be on the agenda for next week. USFS — 650 Wolfpack; new storage building. They are working on their Landscaping Plan, along with an SIA and Amended Plat to submit. Tabler stated their bonding and improvements are good. They may be looking at a wet pond, with different landscaping for the pond. This will be on the agenda for next week. 2 First American Title — 219 E. Center; new office building. Their parking originally backed into a private road. They have changed their design where their parking is now in front. Their site layout is fine. No landscape area. No plans have been received in Public Works. Everyone is okay with the parking in front. The sidewalk is also not shown. This will be on the agenda for next week. Glacier View Professional — 165 Commons Loop; new office. They have a lower and upper area, with parking near both areas. Tabler is currently reviewing this. They have provided lots of detail for landscaping. Building drawings have not yet been submitted. This will be on the agenda for next week. Professional View — 175 Commons Loop; addition to existing office. Existing building that steps down off of Commons Way. There will be no site work with this, but it is a building expansion. There are three areas where they are enclosing in 100 sq. ft. with each area. This is moved through Site Review. J2 Office Supply — 115 W Wyoming; new storage. They will have their parking area and landscaping in the front. They will be improving the area that currently backs into the road. No sprinklering will be required, however any other forms of storage would take additional review. This will be on the agenda for next week. NEW BUSINESS: None. PLANNING OFFICE ITEMS: KRMC — 310 Sunnyview Lane; new women's/children's clinic. Nygren had a discussion with Toby McIntosh from Jackola and Moe from HKS, who put the PUD Application together. He will be discussing their findings with all departments. McIntosh will be providing more information for the application regarding some signage and some transportation. He will be submitted it in the next few weeks. Nygren will be meeting with him individually on each section of the application, whether its pedestrian circulation, the Transportation Plan, or setback height; tackling each specific part of the PUD that they are requesting. Nygren will keep everyone in the loop the whole time. There is nothing for the September Planning Board. The October and November Planning Board meetings will have more. Airport Road 96-Unit Complex — Nygren will be meeting with the Webbers next week. This will be a different design and different architect than with Bloomstone that they previously built, but with the same number of units. OTHER REPORTS: KRMC — Parking Lot Addition at the Medical Arts. Some will be on the north along Sunnyview Drive and some on the south, closer to Conway Drive. There is a little connector in the parking lot 3 near where the temporary MRI building used to be. It will have 90-degree angled parking. Tabler spoke with their engineer this week and he is okay with this project. No one had any concerns. Aspen View Lane - Jon Peterson wants to extend Aspen View Lane to the south through some common area. He spoke with Mark Crowley about this yesterday. They want to expand to get more parking.
