08-18-16 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, August 18, 2016 Lower Level Conference Room 201 First Avenue East ATTENDING: Keith Haskins, City Engineer Jarod Nygren, Senior Planner P.J. Sorensen, Chairman GUEST: Toby McIntosh from Jackola Engineering HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Tom Jentz, Planning & Building Director Rick Parker, Building Plans Examiner Kathy Nelson, Recording Secretary Scotty's — 2205 Hwy 93 S; new storage building. We still have had very little response to the Site Review and zoning comments. Sorensen send them an e-mail, asking if they want to pull this project and resubmit it at another time. They have engineering that they need to do on the building permit side. If we do not hear back from them, it will be pulled from the Site Review agenda. KRMC — 310 Sunnyview Lane; new women's/children's clinic. The current issue is the impact of the handicapped parking location on the bike pedestrian path. McIntosh submitted new information showing the handicapped parking flipped over. Handicapped and other parking spaces as well as the future expansion were discussed. The committee recommended they put in concrete rather than painted cross -hatching when the pedestrian area crosses over a road. This is also recommended at the south end, at the central plant gas line area path. This will be on the agenda for next week. Hobby Lobby — Spring Prairie 4; new retail. It will be a 55,000 sq. ft. building. The committee is okay with the 2-foot bump out, but they do expect a 10-foot sidewalk/pedestrian path. Sorensen received an e-mail from them at the end of our meeting, stating that they agree to the 10-foot clearance issue. We will need to see their site layout. This will be on the agenda for next week. Kalispell Center Mall — Herberger's expansion. We need a good site plan showing the western side of the property from the area of improvements to 5th and then down to Center, showing the landscaping and changes in the loading dock. CTA is doing the Landscaping Plan. They are moving forward with their utility approvals "at their risk." This will be on the agenda for next week. USFS — 650 Wolfpack; new storage building. They are working on their Landscaping Plan. The committee had no comments or concerns regarding the Amended Plat or their bond. Sorensen sent them an SIA template, and they are working on that to create something they can submit to Haskins. This will be on the agenda for next week. First American Title — 219 E. Center; new office building. We had some brief discussions with Hafferman about some different ways of orienting their parking. We are waiting for redrawn plans from Fucci. This will be on the agenda for next week. Glacier View Professional — 165 Commons Loop; new office. They have a lower and upper area, with parking near both areas. They are doing one-way traffic for some of the parking. This will be on the agenda for next week. NEW BUSINESS: J2 Office Supply — 115 W Wyoming; new storage. They have underground stormwater and landscaping in the front. They may need to sprinkler the building, based on what may be stored there. They will need to dissolve the property line or bind them together. Haskins discussed their stormwater and sewer with McIntosh. Professional View — 175 Commons Loop; addition to existing office. Existing building that steps down off of Commons Way. There will be no site work with this, but it is a building expansion. They are fine in terms of the number of parking spaces. It's not an expansion of the footprint of the building, just floor area. They will need to pay impact fees for Fire and Police only. This will be on the agenda for next week. PLANNING OFFICE ITEMS: KRMC — 310 Sunnyview Lane; new women's/children's clinic. Their PUD Application has come in. They have submitted an update on the Traffic Study with their last submittal. Nygren will copy out what is in the PUD Application for Haskins to review to see if it is the same as the update. Haskins also received an amendment to substantiate the pedestrian crossing. 96-unit complex on Airport Road — Nygren will be meeting with them next week, as they want to move forward. American Carpet — has been purchased by someone that wants to put in a new micro -brewery. It won't be going in for about a year and a half, as it takes that long to get their permit from the State. They will need to talk with Public Works about discharges going into the sewer, and there could be impact fees associated with that.
