PERFORMANCE BOND REMINDERS:
Captain's Marine — They are putting the culvert in, and if that checks off, they can do the backfill on
that. Irrigation will need to be added in as that was part of that plan. Public Works still needs their
as -built drawings. We might be able to reduce the bond down to $3,500 to cover the as -built
drawings.
OLD BUSINESS:
Buffalo Hill Terrace (Immanuel Lutheran West Campus) — 40 Claremont, Phase IA & 2;
expansion of existing retirement facility. There was a conference call last Friday, and they discussed
some of the options. There will be a follow-up meeting on -site next Tuesday. The lack of
clarification regarding the path is holding up their permit. They would rather do their path connection
later, which will connect with the bike path. We usually require it at the beginning. Freyholtz stated
that MDT has no schedule for the bike path to go in yet. Part of it will be going in this summer. He
doesn't know when it will be done on this site. Sorensen will let them know it needs to be done but
we will listen to something in terms of timing and maybe tie it to the Phase 2 building when that goes
in. They were asking for changes to the CUP conditions and making those requests, which would go
back through Council. They also want to split out the upper phase, and move the permit forward on
some of the items in Phase 2. Now they want to bump it to the 3rd Phase. They need to keep this all
tied together, and defer the actual installation of the bike path connection at our discretion. This will
be on the agenda for next week.
Papa Murphy's —238 East Center Street; new building to replace existing building on lot. The three
parcels will be put all under one. This change is going through the County review process. Fincher

stated that their rock area needs to be changed out to fibrous mulch. Public Works has approved this
project. Sorensen noted their sign in the ROW may need to be moved to their private property.
Wargo agreed. This is approved through Site Review with conditions.
Northwest Family Medicine — 70 Village Loop; new family practice medical office. Wargo is still
waiting to hear back from them. This will be on the agenda for next week.
Blanchard Dental — Commons Loop; office building. We are waiting for a full set of plans. Public
Works has already approved this project. This will be on the agenda for next week.
Scotty's — 2205 Hwy 93 S; new storage building. They are interested in doing a new storage building
in the back at the NE corner of the property. This would be a 1,400 sq. ft. shop/storage building.
Comments have gone out to them and we are waiting for responses. There is a sizeable area in the
back that will need to be paved. This will be on the agenda for next week.
KRMC — 310 Sunnyview Lane; new women's/children's clinic. They need to get their PUD
application in for parking. This will be submitted by the end of the month. Public Works just
received the Traffic Study and Wargo will start reviewing it. This will be on the agenda for next
week.
Hobby Lobby — Spring Prairie 4; new retail. It will be a 55,000 sq. ft. building. Their drawing was
shown and it isn't clear how far out the front entrance area goes toward the sidewalk area.
Comments went out to them; many regarding the entire sidewalk. We need more detail and how it
will look in the back. They had requested water services be moved. This will be on the agenda for
next week.
Kalispell Center Mall — Herberger's expansion. They will be bumping off from the existing store for
this expansion. No building drawings have been received yet. ARC tabled this, partly because they
didn't really show enough to do a good job of reviewing it, and partly because they did not like the
way it looked. If there are contaminated soils, Public Works would have some issues. Wargo stated
they are studying that right now. This would affect their construction type. This will be on the
agenda for next week.
USFS — 650 Wolfpack; new storage building. This will be a 2,400 sq. ft. storage building in back
within the fenced area. Wargo noted that they are adding a lot of parking, too. Sorensen stated that
what they submitted does not include the additional parking. He had thought that would be added
separately at a later date. He will get some clarification on that. Public Works has not seen this
project yet. Tabler spoke with their engineer yesterday who is still working on their site design and
stormwater issues. This will be on the agenda for next week.
First American Title — 219 E. Center; new office building. This will be next to Depot Place where
the Quonset but used to be. We sent them comments that include putting in sidewalk, and we are
waiting for responses. This will be on the agenda for next week.

Fuel Fitness — 1305 Hwy 2 W; new athletic club. East of Fatt Boys. This will be a 24-hour athletic
club, 14-15,000 sq. ft. building. There is an existing access below Fatt Boys, and this would be
improved as you approach this facility with about 75 parking spaces. Their handicapped parking
locations may need to be discussed. Sorensen is meeting with them this afternoon. Public Works is
working on their third review of their civil drawings. Street trees are shown along the back side.
MDT has not received any plans yet. This is shown as being all on one side of the creek, with all
detention in the far back left (northwest) area. There was also a concern about compaction for the
building pad area where there is fill going on top of old fill. The garbage area was presumed to be on
the east side in a dead end area, and if they have City service, they will need to have a drive-thru for
our trucks. This will be on the agenda for next week.
NEW BUSINESS:
USFS — 650 Wolfpack; new storage building. The underlying zone is R-5, which is a residential
office type of a zone. R-5 is not supposed to have multiple principle structures, so it has to be an
accessory structure. Accessory structures are general 1,000 sq. ft. or less. Their request for a minor
PUD Amendment would allow non-residential accessory structures to exceed 1,000 sq. ft. in size, as
long as they meet all the other regulations pertaining to accessory structures. The committee agrees
this is a Minor Amendment to the PUD, and the Amendment is approved.
PLANNING OFFICE ITEMS:
Tree Frog Tavern— The new name will be "Rivals Sports Grille". This went through the Planning
Board on Tuesday night, and their CUP was approved. They were given the condition that their sign
cannot show any message of gambling.
Subdivision on Woodland — We have received an application for Preliminary Plat for a subdivision
on Woodland in the cul-de-sac. There are two lots, and they want to put two townhouses on each lot.
This new plat would allow townhouses instead of just single family residential at this location. The
zoning in the area allows this, but when the plat was done, the neighborhood at the time wanted it to
be just single family. This will be for the August Planning Board meeting.
OTHER REPORTS:
Spring Prairie IV — Freyholtz asked if the City is okay with their landscaping, and Fincher replied it
is fine. Freyholtz noted that the traffic light will be going in in late September.
