PERFORMANCE BOND REMINDERS:
Captain's Marine — Tabler is not sure on the status. Sorensen stated this needs to be figured out
ASAP between Parks, Public Works, and MDOT to figure out what needs to be there and what the
value is to determine the amount that the bond needs to be.
Beehive — on Stillwater. It looks like the work has been completed on this. Public Works needs to
take a look at this to see if we can release their bond.
Canvas Church — they were going to be completing their parking lot. The expiration on their bond
is at the end of August.
OLD BUSINESS:
Buffalo Hill Terrace (Immanuel Lutheran West Campus) — 40 Claremont, Phase lA & 2;
expansion of existing retirement facility. Sorensen spoke with the Architect on this project. The
garbage enclosure has been completed. We have been waiting for information on the bike path
easement. The CUP called for an easement. Because the improvements they have made are in the
way of an easement, they could do a buildable easement on the side of the slope. We told them to
figure out what they need to do with retaining walls and provide an area where all we need to do is
come in and asphalt it, then we would accept that in lieu of an actual easement on top of the hill. We
are still waiting to hear back from them. They sent an e-mail to set up a conference call regarding the
bike path. This will be on the agenda for next week.
Papa Murphy's —238 East Center Street; new building to replace existing building on lot. Tabler
stated Public Works is wrapping up their review on this right now. They were going to consolidate
the parcels together. Calles is still waiting to hear back from the owners on this. The "Do Not Enter"
signs off of Third need to be shown. The updated site plans will need to be submitted to Planning.
Parker will finish up his review the first part of next week. This will be on the agenda for next week.
Northwest Family Medicine — 70 Village Loop; new family practice medical office. Wargo is still
waiting to hear back from them. This will be on the agenda for next week.
Blanchard Dental — Commons Loop; office building. Building has not received any drawings on this
project yet. Public Works has completed their review. This will be on the agenda for next week.
Scotty's — 2205 Hwy 93 S; new storage building. They are interested in doing a new storage building
in the back at the NE corner of the property. This would be a 1,400 sq. ft. shop/storage building.
Sorensen and Parker are both waiting for responses to their questions. They will also need a
Stormwater Plan. This will be on the agenda for next week.
KRMC — 310 Sunnyview Lane; new women's/children's clinic. They will be losing some of their
parking. They have a lot of handicapped spaces. This went through Architectural Review. The bike
path was required to come around the east side and connect down below. Public Works is still
waiting for a Traffic Impact Study. Sorensen stated there are some relocation of oxygen tanks that
would be fairly significant. Dedman is in contact with them regarding the tanks. This will be on the
agenda for next week.
Hobby Lobby — Spring Prairie 4; new retail. It will be a 55,000 sq. ft. building. Their drawing was
shown and it isn't clear how far out the front entrance area goes toward the sidewalk area. They have
an entry bump out, but there isn't much pedestrian access on the outside. We need to determine how
much access is there and what would be acceptable. This will be on the agenda for next week.
Kalispell Center Mall — Herberger's expansion. The will be bumping off from the existing store for
this expansion. They need to submit utility plans. We have received their demolition plan, existing
plan and the water plan. They are still working on their stormwater plan. They will be submitting a
full set of plans soon. Clawson noted that they will be bringing in a new fire line into the new building
for that portion of it. Once the new building is finished, they will move in there and remodel the
restrooms in the original store. This will be on the agenda for next week.
USFS — 650 Wolfpack; new storage building. This will go into an existing area in the back parking
lot. This went through Architecture Review. Wargo stated they are adding quite a bit of parking to
the east. Sorensen noted that the parking will be added later. Public Works will be meeting with their
engineer tomorrow to try and figure out their stormwater. This will be on the agenda for next week.
First American Title — 219 E. Center; new office building. This will be next to Depot Place where
the Quonset but used to be. We will need more plans for ARC and for Site Review. They will also
need a Landscape Plan for Parks. They are showing their parking backing up into Railroad Street,
which is a private street. Our policy has usually been not to allow backing onto a street. We have to

decide if we will allow this. Sorensen noted that in the relatively near future, the railroad tracks will
be gone. This will be on the agenda for next week.
NEW BUSINESS:
Fuel Fitness —1305 Hwy 2 W; new athletic club. The comment period is over on the floodplain. No
comments were received, so their floodplain permit will be issued soon. The present billboards will
need to be removed. Public Works met with DNRC on some of their issues. Wargo stated that they
are still working through all of the utilities. She is working on comments to send back to them.
Building drawings came in yesterday. This will be on the agenda for next week.
PLANNING OFFICE ITEMS:
Mann Mortgage —The Application for Annexation and Initial Zoning for the property east of the
new Town Pump on Reserve for Mann Mortgage is on the July agenda. The annexation of the ROW
of West Reserve Drive up to the bridge at Stillwater was discussed with Freyholtz. Rademacher
stated that KPD is fine with this. Nygren noted that KFD is fine with this, too. Freyholtz is waiting
to hear back from someone in Helena about this.
Tree Frog — There are new owners who are wanting to put in an accessory casino. Their CUP will
be reviewed at the July Planning Board Meeting. The sidewalk requirement was included with the
CUP originally, and it will be a condition with this as well. The name of the business will most likely
be changed.
61h Street West — Townhomes. Council approved these on Tuesday night.
Eastside Brick — Council approved the additional unit at this location.
Owl View Townhomes — in Westview Estates. Council approved the Final Plat for this project.
Subdivision on Woodland — We have received an application for Preliminary Plat for a subdivision
on Woodland. There are two lots, and they want to put a townhouse on each lot. This new plat
would allow townhouses instead of just single family residential at this location. The zoning in the
area allows this, but when the plat was done, the neighborhood at the time wanted it to be just single
family. This will be for the August Planning Board meeting.
OTHER REPORTS:
VRBOs - Short-term rentals — Part of the approval process for the permit for it would be a life -safety
inspection, so there is a list of items that Sorensen met with Clawson on, mainly looking at egress
windows, fire extinguishers, smoke detectors, and those sorts of things. There were also some
occupancy limits in there. They did a work session on it. We are not sure when the Council will act
on this, but they are moving toward approving this.

Earl Bennett Building — We received plans in for the Sky Bridge at the Earl Bennett Building. They
did an Agency Exemption on this, so it won't go through Site Review. It will, however, need Fire,
Parks, Public Works, and MDOT sign -offs. They will need to work individually with everyone and
Parker will need those sign -offs before the Building Permit can be issued.
FVCC — Student Housing Buildings - They have also filed for Agency Exemption but will need the
same sign -offs as listed above.
Moose's — Parking Lot — Sorensen has tried to get together with Parks Department about a unified
notice. Plans were submitted last year, but they really didn't follow exactly what was in there. They
still have standards that they were supposed to design the lot to. We need to get together with the
three departments (Parks, Building, and Public Works) to determine what should be done there in
order to meet City Codes, and then getting back in touch with them.
School District — They are interested in having modular classrooms for Hedges and Russell
Elementary Schools. They are looking at three-year life spans. Generally on our end we would look
at that as any other building that would be coming in. It would go through ARC and Site Review.
Sorensen asked for any concerns from the committee. Dedman stated fire and life -safety codes will
need to be done. Clawson told them that if they are hooking to existing water, that would be fine, but
the bathroom would still have an impact fee to it.
Sign -Offs for C of Os — Clawson stated that any holds that are put on these for a reason, you have to
follow through with what you need. We need a better way of making sure that issues are addressed
so that there are not issues with occupying the building when it comes time for the certificate of
occupancy.
