Resolution 174 - Resolution of Intent - SID 34A RRSOLUTION TO ROTABLISH SPECIAL IMTRO 3MENT DISTRECT q 70. 34. BdAt resolved by the City Council of the City of Kalispell: That it is the intention of said city council to create an new Special Improvement District to be known as Special Improvement District No, 34, for th; purpose of improving the avenues therein, to establish grades, curbs, and construct grass plats, sow grass sf ids add plant trees therein and to grade the avenues therein, the boundaries of which said Special Improvement District are to be as follows, to -wit: Be Amin at the Atcraect ion of Second street with the center line of the alley in Block 51; thence so"th through said a� Alley in Blodk 51, 70 and 71 to its intetsection with Fifth Street; line of the alley In Block 176; thence north through said alley in Block 176, 1168 and 167; to its inter section with said Second street; thence east on second street to the place of beginning. Said district to include the East half of Block 167, 168 and 176; and the west half of Block 31, 70 and 71, of the add itionp'�- No. ohe,'to the Townsite of Kalispell, Montana. . Said Special Improvement District herein above described to be improved"as follows: by establishing a grade, upon Fifth Avenue West within the limits above described, constructing curbs whithin said boundaries on both sides of said Avenue, gra4eling, grading and boulevarding the same, sowing grass seeds and planting trees in the gra6splats, grading up the center of said Avenue between said curbs which said curbs shall be eighteen feet from the property lines, bringing the Avenue to grade and placinS gravel thereon, giving it a rounded and smooth appearance and surface and also by establishing and putting in crossings, wherever thd same mayV be necessary* The approximate cost of said improvements is the sum of Al- and the same shall be yatd by special assessments up6n all of? Dili assess:) le property within said Special Improvement District, exclusive or streets, alleys and public places, and each piece or parcel of land within said District shall pay that proportion of the cost of said improvements as th; a -ea thereof bears to the area of the entire district, exclusive of streets, alleys and public places. Be it further resolved that notice be 'pnblished in the Kalispel; Journal for at least one issne for the fall time required by la,,v therefor, said Kalispell Journal being a newspaper of general cir- culation in said City of Kalispell, Montana, giving notice of the intention on the part of said City CouAcil. to mAke said improvements notifying all owners or agents of the property within said Special Improvement District No. 33, to be affected or benefited thereby, that sid .City Council of the City of Kalispell will meet on the 2nd day of July 1908 at 8 o'clock P. M. in the Council chambers at the City BAll, Kalispell, Montana, to consider ary objections to the final establishment of said Special I"provement District, which said objections must be written and filed with the City Clerk on or before said date, It is further ordered by the City Council, that all assessments levied against said property within said Special Improvement DistrIc No. 33 shall be paid in three equal Installments or payments, Ole first of which shall be paid in the pear 1908, and all deferred,, payments to bear interest at the rate of six Percent per an-num, payable annually. M. B. Gregg, 1400.00, Lipponcott & Vinson, 1500.10. The foregoing bids were referred to the committee on streets and alleys Who reported and recommended that the bids of QtZer & Sanford for $1356.00, be accepted, the s�Lrae being the lowest bid It was thereupon moved by alderman RogKien, Seconded by Bienz, 0 that the report of the street and alley committee bV accepted and that the City enter into a contract with Metzer & Sanford for said work. The bids for the grading and boulevarding of First Avenue West in the Improvement District 'No. 24 were as follows: M. B. Gregg, $4,000.00. Met zer & Sanford, 4100.00. Lipponcott & Vinson, 4700,00. Said bids were referred to the committee on streets'and allwkry reported andrecommended that the bids of M. B. The bids for the corBtraction of a sewer in Eleventh street were as follows: I. R. Sanford, T. J. Odegard, 2515.00. Lewis Larson, 2550.00. The foregoing bids were referred to committee on sewers who reported and reconariended. that the bids of I. H. Sanford for $2437.00 be accepted, the same being the lowest.
