06-16-16 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, June 16, 2016 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Fire Chief Chad Fincher, Parks & Rec. Director Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner Rick Parker, Building Plans Examiner Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz (Montana Department of Transportation); and Margaret Davis (Citizen) HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Captain's Marine — MDT has some issues with how the path drops off, so they are not comfortable signing off on the design. Freyholtz noted that they will be putting in a culvert through the ditch so they can get the slopes to fill in over the culvert on the ditch. MDT would approve this. Porch wants to get their bond released. Fincher stated that Randall is requesting to have years to finish all of the improvements. He stated that the improvements will probably cost him $30,000. This would include irrigation, the ROW ditch, and the landscaping next to it. The City would allow up to two years to finish, as long as it is secured with a new bond. If Randall is willing to post the bond, we will release Porch's bond. Jentz does not like the trail, and suggested they move the green boxes, get the trail closer to the property and get out of the ditch. Fincher stated they should have an engineer design it and present it. He will continue to work with them for a solution. Sorensen stated they will need to have everything installed or a replacement bond in place by mid -July. OLD BUSINESS: Buffalo Hill Terrace (Immanuel Lutheran West Campus) — 40 Claremont, Phase IA & 2; expansion of existing retirement facility. We are still waiting for information on the bike path. Building still needs to review this and it is 2-3 weeks out. Fincher still needs to review their landscaping plan. Nygren noted that they had some stakes put in the ground going up the side of the slope. This will be on the agenda for next week. Papa Murphy's —238 East Center Street; new building to replace existing building on lot. Nothing new has been received yet. This will be on the agenda for next week. Northwest Family Medicine — 70 Village Loop; new family practice medical office. Public Works' is waiting for responses to their comments. Fincher is also waiting for McIntosh to send him updated drawings for his comments. This will be on the agenda for next week. Blanchard Dental — Commons Loop; office building. New revised plans were received yesterday in Public Works. Building has not received any drawings on this project yet. This will be on the agenda for next week. Clear Choice Clinic — 1281 Burns Way; addition to existing office building. This went through ARC this week. They will be taking out one tree to make room for the addition, and adding two parking spaces. This will be on the agenda for next week. NEW BUSINESS: Scotty's — 2205 Hwy 93 S; new storage building. They are interested in doing anew storage building in the back at the NE corner of the property. This would be a 1,200 sq. ft. shop/storage building. This will be on the agenda for next week. KRMC — 310 Sunnyview Lane; new women's/children's clinic. The plans just came in this week. This will be on the agenda for next week. PLANNING OFFICE ITEMS: 1221 - 61h Street West — There is an old house to be demolished, and they will be putting four townhomes there. This went through the Planning Board Meeting. Their ROW is only 40 feet and one of the conditional requirements is to put in sidewalk. So their sidewalk will be right along the curb with no boulevard, and trees will have to be put on their private property. OTHER REPORTS: Smart Insurance — Sorensen mentioned the landscaping in front. We have their request for their Certificate of Occupancy. Fincher stated we don't need to include any landscaping. Fincher and Sorensen will discuss this after our meeting. 2050 Airport Way — Haskins and Nygren met with Dr. Webber on some apartments. They are waiting to move forward with a 96-unit apartment complex. There were some design issues that we told them to look at before they go any further.
