06-09-16 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, June 9, 2016 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Fire Chief Chad Fincher, Parks & Rec. Director Keith Haskins, City Engineer Jarod Nygren, Senior Planner Rebekah Wargo, Asst. Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: Terry Kramer and Nick Calles (Kramer Enterprises); Margaret Davis (Citizen); and Mike Morgan (Architect with Hoffinann Morgan & Associates). HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Captain's Marine — MDT has some issues with how the path drops off, so they are not comfortable in signing off on the design. Some of the ways they could change this would spill over to how they did landscaping. Fincher, Sorensen, and Haskins need to get together to discuss this. OLD BUSINESS: Buffalo Hill Terrace (Immanuel Lutheran West Campus) — 40 Claremont, Phase IA & 2; expansion of existing retirement facility. We are still waiting for information on the bike path. Building still needs to review this and it is 3-4 weeks out. This will be on the agenda for next week. Papa Murphy's —238 East Center Street; new building to replace existing building on lot. Sorensen mentioned that the heights of the plantings cannot be above 3 ft. when they are within the clear vision triangles. Kramer stated they will be low brush, and the same thing with the fence. The fence will go 6 ft. and then drop to 4 ft. at the far end. They will sign the end and put two "exit only" signs up. He will send the details in. Regarding the outdoor lighting plan, Sorensen will need cut sheets. They are in the process of putting all the property under one name and will need to remove the property lines or consolidate all the properties. Fire is okay with this project. This will be on the agenda for next week. Northwest Family Medicine — 70 Village Loop; new family practice medical office. Wargo stated Public Works' is waiting for responses to their comments. Fincher is also waiting for responses to his comments. This will be on the agenda for next week. Blanchard Dental — Commons Loop; office building. Sorensen noted we have given them comments about connections to the bike path. Haskins stated we are waiting for responses to Public Works' comments. No revised drawings have been received yet. Building has not received any drawings on this project yet. This will be on the agenda for next week. NEW BUSINESS: Clear Choice Clinic —1281 Burns Way; addition to existing office building. They will be putting on a new addition and adding two parking spaces. Kramer stated there are offices, and they will be adding a second story in the center section with a break room and conference room. There may be a second conference room also added. There is existing sidewalk. They will be taking out one big tree in the center section, but will replant anything they disturb. Margaret Davis of 160 Charlotte Avenue spoke to this item. She stated that the hospital owns this street. She is concerned about the existing parking on Burns Way. She doubts that the two additional parking spaces will serve the increased square footage in the already underserved parking development. By increasing the density and development in this area is problematic. She wants to make sure that the required parking is adequate. Sorensen stated that their parking is adequate, but they are adding the two spaces for what the requirement would be for the added square footage. In closing, she stated that these are her reservations and that what's happening in the area doesn't bother her but she hopes the impacts are being accommodated either in this area or outside. PLANNING OFFICE ITEMS: 61h Street West — There is an old house to be demolished, and they will be putting four townhomes there. They are coming in for their CUP. The zoning is R-4. There are storage/mechanical rooms between the units to adjoin them. This will be on the June Planning Board Agenda. Eastside Brick — PUD Amendment. They want to convert a 3-bedroom unit into two units; a 2- bedroom and an efficiency. This will be a change from 28 units to 29 units. Mann Mortgage — We have received an Application for Annexation and Initial Zoning for the property east of the Town Pump on Reserve for Mann Mortgage. This will be on the July agenda. 66 81h Ave WN - A piece of property in the County is interested in being annexed. They were going to do a land swap involving 15,000 sq. ft. going each direction that would square this off. Because this is in the County, the current County property would want to de -annex a portion that he was going to be adding to his property, so that it would be entirely in the County as opposed to halfin and half out. We are working on that. Submit any comments you may have. This will go to the July planning board meeting. 2 OTHER REPORTS: Scotty's Bar — They are interesting in doing a storage building in the back at the NE corner of the property. This would be a 1,200 sq. ft. shop/storage building. We're not certain if this will be on existing asphalt. Kalispell Oral Surgery — Fincher stated they want to reduce their landscaping and will bring in the new design sometime next week for an ARC meeting. 2"d Ave East & I01h St East Townhomes — Haskins asked if we have received any plans for these twnhomes. Clawson will check into this. Fuel Fitness — Plans came in to Public Works. Planning received a Flood Plan Permit, but no other drawings. The Flood Plan has been submitted to Mark Pitman at DNRC for comments. One of the comments that came back is asking about their detention facility that's mostly below the BFE, and only .23 feet below the top of the bank of the detention pond. He was wondering if Public Works had any issues with that. Wargo stated that she doesn't know if we have anything in our standards that specifically speaks to that. Public Works will talk more internally about it. Sorensen will be sending out the Notice either today or the first part of next week. There are a number of other comments that Mark Pitman had as part of the DNRC review for it.
