06-02-16 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, June 2, 2016 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Fire Chief Chad Fincher, Parks & Rec. Director Wade Rademacher, Police Captain Rebekah Wargo, Asst. Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz (Montana Department of Transportation); Terry Kramer and Nick Calles from Kramer Enterprises. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Captain's Marine — They will get the bike path installed in the ROW today, along with the paving. This will reduce their Letter of Credit amount. They won't have their landscaping in for another month. MDT is okay with their project. OLD BUSINESS: Spring Prairie 4 — They are in line to go through with Final Plat on Monday. They are looking at having a rotating sculpture at the NE corner. The overall layout is passed through Site Review. Shops Building (Outlot D) — Spring Prairie Phase IV — at the corner of Old Reserve and Hwy 93. Everyone is good with their layout. Fincher is okay with signing off on this with a condition for a planting legend. This is passed through Site Review. Krispy Kreme — Spring Prairie 4. Hard copies of the updated version of the site plans should be received today. Sorensen will ask them for some directional signage. This is passed through Site Review. Buffalo Hill Terrace (Immanuel Lutheran West Campus) — 40 Claremont, Phase IA & 2; expansion of existing retirement facility. They are still working on their options for the location of the bike path. There are essentially two options on the table. One is to have something come through onsite with an easement, but they were reluctant to do that because they couldn't relocate some of their parking spaces. The other option is in the ROW. This will be on the agenda for next week. Papa Murphy's — 2 3rd Avenue E; new building to replace existing building on lot. Their garbage container size and setup still need to be resolved. Wargo will look into this. RPA is doing the civil drawings. Their address of 238 East Center Street will continue to be their address. Their retention pond may not be big enough, so they may be looking at other options. This will be on the agenda for next week. Northwest Family Medicine — 70 Village Loop; new family practice medical office. Fincher is still looking for a landscaping plan. Wargo sent comments last week and is waiting to hear back from them. This will be on the agenda for next week. Blanchard Dental — Commons Loop; office building. Wargo sent new comments out this morning regarding their revised plans. We still do not have building drawings in yet. Sorensen had asked for a connection to the bike path. This will be on the agenda for next week. NEW BUSINESS: None. PLANNING OFFICE ITEMS: 61h Street West — There is an old house to be demolished, and they will be putting four townhomes there. They are coming in for their CUP. The zoning is R-4. There are storage/mechanical rooms between the units to adjoin them. This will be on the June Planning Board Agenda. Eastside Brick — PUD Amendment. They want to convert a 3-bedroom unit into two units; a 2- bedroom and an efficiency. This will be a change from 28 units to 29 units. Mann Mortgage - The property east of the Town Pump on Reserve Drive will be submitting their Application for Annexation. They are also working with MDT. OTHER REPORTS: Marriott — Clawson questioned whether Old Reserve Drive will have a left turn lane into the Marriott and who is responsible for putting that in. Freyholtz stated that Blumenstein will be redoing that road in the next two months, with chip seal at the end of July, and restriping on both 93 and Old Reserve Drive.
