A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 6:00 P.M.,
TUESDAY, MAY 10 IN THE LOWER LEVEL CONFERENCE ROOM AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS
JIM ATKINSON, SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL
GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, AND WAYNE SAVERUD WERE
PRESENT.
Also present: City Manager Doug Russell, Police Chief Roger Nasset, Fire Chief Dave Dedman,
Finance Director Rick Wills, City Accountant Aimee Cooke, City Treasurer Deb Deist, Public
Works Director Susie Turner, and Budget Resource Manager Terri Loudermilk.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
FY 2017 Budget Review
Russell presented a general overview of the entire budget, stating that the budget is $18 million more
than last year primarily because of grant -funded projects like the TIGER grant and Kidsports. He
said this is a tax -neutral budget.
Russell described the various General Fund budgets and answered questions.
Russell went over the police department budget.
Nasset answered questions.
There was discussion.
Russell detailed the fire department budget.
Dedman answered questions.
There was discussion.
Russell discussed the various grants held by the Police and Fire Departments.
Nasset and Dedman answered additional questions.
Russell described the various Public Works departments budgets.
Turner and Loudermilk answered questions.

Russell suggested adjourning for the evening and picking it up again Wednesday night.

The work session was adjourned at 10:15 p.m. and was reconvened at 6:00 p.m. on Wednesday, May
11, 2016.
RECONVENE

P.M., WEDNESDAY, MAY 11, 2016 IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS
JIM ATKINSON, SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL
GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, AND WAYNE SAVERUD WERE
PRESENT.
Also present: City Manager Doug Russell, Finance Director Rick Wills, Information Technology
Director Erika Billiet, Planning Director Tom Jentz, Community Development Manager Katharine
Thompson, and Parks Director Chad Graham.
Mayor Johnson called the second budget work session to order.
Russell noted the 911 Board met and resubmitted a proposed budget with a zero percent increase,
which would impact the city's budget.
There was discussion regarding the information that the Montana Association of Counties want to
change the tax forms to change how mills will be levied. There is a fear the mills will go away if they
are not levied each year.
Russell discussed the Planning Department's budget.
Russell then went over Community Development's budget and Thompson answered questions.
There was discussion.
Russell described the Building Department's budget changes and Jentz answered questions,
including regarding current building trends.

Various Community Development funds were then discussed and Thompson and Wills answered
questions.
Thompson and Jentz then discussed the TIGER Grant and Rail Park.
Various grants and TIFs, including the South Kalispell Urban Renewal District, were then discussed.
Russell presented the Airport Enterprise Fund and answered questions.
Russell then described the Information Technology budget and Billiet and Wills explained increases
and answered questions.
There was discussion.
Russell presented the various Parks budgets and Fincher answered questions.
There was discussion regarding issues with park restrooms and what could be done about them.
There was further discussion.
