PERFORMANCE BOND REMINDERS: None.
OLD BUSINESS:
Shops Building (Outlot D) — Spring Prairie Phase IV — at the corner of Old Reserve and Hwy 93.
This was passed through ARC. They approved the building but not the final landscaping. MDT and
Fincher will need to work with them on that. ARC is asking for something more than a flowerbed;
possibly along the lines of decorative rock, a fountain, or possibly some aspen trees. We are
anticipating Final Plat on June 6th. Harball is reviewing their bond. This will be on the agenda for
next week.
Krispy Kreme — Spring Prairie 4. No final updates yet. They need to figure out their sidewalk
connections and what they plan to do as far as signage. This will be on the agenda for next week.
Buffalo Hill Terrace (Immanuel Lutheran West Campus) — 40 Claremont, Phase IA & 2;
expansion of existing retirement facility. Sorensen met with them on Tuesday regarding the bike path
and the potential location. They are still wanting to develop it more in the ROW and on the slope.
Jentz noted that they will need a workable design. They are working on their options and will let us
know what they decide. There is some retaining wall work that will need to get done. There are
essentially two options on the table. One is to have something come through onsite, but they were
reluctant to do that because they couldn't relocate some of their parking spaces. The other option is
in the ROW. They have been moving forward with some of the utility work and some of the site
work. Freyholtz noted that if they are going to do work in the ROW, they will need to go through
MDT. This will be on the agenda for next week.
Papa Murphy's — 2 3rd Avenue E; new building to replace existing building on lot. They have not
submitted any building drawings yet. They are planning on being open September 1 st. The sidewalk
will not extend to the alley but will go to Third Avenue East. They are not sure what Parks would
add as far as street trees. This will be on the agenda for next week.
Northwest Family Medicine — 70 Village Loop; new family practice medical office. Most of the site
work is already in. Wargo sent them comments this morning. Haskins stated there may be setback
issues to overcome. This will be on the agenda for next week.
Blanchard Dental — Commons Loop; office building. Public Works is working through this. The
stormwater was originally designed for 65% pervious, and they are at 76% so they have to do some
onsite detention, and show us that the swale from there to the north is adequate. Also, that the pond
is adequate for the additional volume. This will be on the agenda for next week.
NEW BUSINESS:
Ray of Hope — This is for a large, single family -style house across the street to the south from the
existing Ray of Hope house on 5th Avenue W.N. The new facility will be a Women's and Children's
facility for 15 people. This has gone through the CUP process and was discussed with Dave McLean
yesterday. He also met with Chad Fincher and with Keith Haskins this morning. He and Fincher
agreed to three elm trees along the north roadway, shrubs, and lawn sprinkler coverage on the grass.
Haskins is working on their impact fees. Wargo gave him detailed information for the ADA ramps
and the driveway approach that we will require. They have added a privacy fence to their new
drawing as well as the required sidewalks. They will need to meet City standards to match the curb
that is in there. Lighting information was provided. They will be applying for a ROW Permit from
Public Works. This is passed through Site Review subject to Fire and Parks approval.
PLANNING OFFICE ITEMS:
61h Street West — There is an old house to be demolished, and they will be putting four townhomes
there. They are coming in for their CUP. The zoning is R-4. There are storage/mechanical rooms
between the units to adjoin them. This will be on the June Planning Board Agenda.
Eastside Brick — PUD Amendment. They want to convert a 3-bedroom unit into two units; a 2-
bedroom and an efficiency. This will be a change from 28 units to 29 units.
Mann Mortgage - The property east of the Town Pump on Reserve Drive will be submitting their
Application for Annexation. They are also working with MDT.
