05-19-16 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, May 19, 2016 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Chad Fincher, Parks & Rec. Director Tom Jentz, Planning & Building Director Wade Rademacher, Police Captain P.J. Sorensen, Chairman Dave Dedman, Fire Chief Keith Haskins, City Engineer Jarod Nygren, Senior Planner Rebekah Wargo, Asst. Civil Engineer Kathy Nelson, Recording Secretary GUESTS: Toby McIntosh (Jackola Engineering); Margaret Davis (Citizen); and James Freyholtz (Montana Department of Transportation). HEAR THE PUBLIC: Kalispell Regional Medical Center Neighborhood — Margaret Davis, homeowner of 160 Charlotte Avenue, spoke about the zoning map for this area. She stated the H 1 zone needs to be updated on the zoning map to reflect their additions. She is concerned about children riding their bikes in this area, and also previously submitted public comments regarding the Day care Center on Burns Way. She voiced her concerns about pedestrians and the bike path on the east side of the hospital that was a part of the PUD with expansion, and should be part of these two emergency room redoes. PERFORMANCE BOND REMINDERS: Spring Prairie - Phase 4: Their Final Plat Application should be submitted by May 23rd. If everything is in order with it, this will go to City Council on June 6th for Final Plat. MDT has received plans from Blumenstein. Fincher needs a letter from MDT stating they have approved the landscaping. They do not want to put in conifers in the 20' buffer area and the highway ROW due to raising the understory to 8'. ARC has a problem with this as well as Fincher. Landscaping was discussed. Fincher needs some of the tree species changed out. The Transit Shelter will be south of the current one. Freyholtz stated MDT has received everything they need from Blumenstein and it is all in order. OLD BUSINESS: Shops Building (Outlot D) — Spring Prairie Phase IV — at the corner of Old Reserve and Hwy 93. There will be sidewalk going across at the SE corner in the drive-thru lane that will need to be denoted. Haskins is waiting for a comment back on the trash enclosure location. Our sidearm is on the right side of the truck, so they would have to back up in there. The trash enclosure location was discussed. This will continue to be on the Site Review agenda. 1 Krispy Kreme — Spring Prairie 4. They are really close on this through ARC. Fincher is waiting on a few minor things. Jentz stated the same holds true for the sidewalk crossing there. They seem to be fairly close. This will be on the agenda for next week. Buffalo Hill Terrace (Immanuel Lutheran West Campus) — 40 Claremont, Phase IA & 2; expansion of existing retirement facility. Sorensen spoke with them regarding the bike path easement. This is probably about the only thing that would have any significant impact on the site layout. They will be in town for a meeting on Tuesday to discuss different options of how to run that through, mainly the south part of the property. This will be on the agenda for next week. Papa Murphy's — 2 3rd Avenue E; new building to replace existing building on lot. They have plenty of parking. They will only have one exit now. They will need an "Exit Only" sign on Third Avenue East. Both the drive-thru and the parking traffic will still have alley entrance access. Haskins noted they will need a grease interceptor on the newly purchased house utilities. He asked about their phasing plan. Sorensen stated this is all we have as far as plans right now, as their initial submittal was for ARC. This will be on the agenda for next week. Northwest Family Medicine — 70 Village Loop; new family practice medical office. Curb cuts will be taken out and relocated. Most of the site work is already in. Haskins stated Public Works is reviewing this right now. The building will be slab on grade. They will need a lighting plan. Their main entrance is on the west side coming off the parking lot with a covered entrance. The added parking is mainly for staff. The two little expansion areas on the east side that flow south to the infiltration trench will go to dry well in the future, so they will be picked up with the roof drain. This will be on the agenda for next week. Blanchard Dental — Commons Loop; office building. No landscaping plans or building drawings have been received yet. They will continue the parking lot down. We had talked about the bump out previously and the connection to the existing path that comes through. The upper parking lot would be accessed off of the upper side. Most of what is in here is being submitted for engineering review. Haskins noted that this was all previously designed to a different set of standards, so we're in the position of trying to make the current site meet the current standards with consideration of the previous submittal. We are working through it. This will be on the agenda for next week. Additional Parking in Medical Area - John Petersen with the Property Owners' Association for the Medical and Professional Pod. Sorensen showed the area that this includes. They own a common area where they are interested in adding some parking into an existing landscape area and reroute the bike path around it. Haskins and Wargo noted that the open space is a detention pond. They would have a connection. Wargo stated that someone would have to look at the sizing and how that was designed. It's that whole area. There's an outlet on the NE corner. This was part of the parkland dedication for 12 of the units. When they transferred that out to an association that had to manage all of the common area up there. They should have made some correction in terms of parkland, and they didn't. So Planning spoke with them about doing a cash in lieu payment. The association group is open to doing the payment for that. 2 NEW BUSINESS: Ray of Hope — This is for a large, single family house across the street to the south from the existing Ray of Hope house on 5th Avenue W.N. The new facility will be a Women's and Children's facility. Their architect is out of Helena who had completed this by donating his time. He may not be interested in completing revisions, but Sorensen talked with him about parking coming right up to the sidewalk. The CUP calls out for sidewalk going in on the ROW side. There is also supposed to be an existing curb cut there that has not been restored. They will need a landscaping plan that will include street trees. This will be on the agenda for next week. PLANNING OFFICE ITEMS: 61h Street West — There is an old house to be demolished, and they will be putting four townhomes there. They are coming in for their CUP. The zoning is R-4. There are storage/mechanical rooms between the units to adjoin them. This will be on the June Planning Board Agenda. Eastside Brick — PUD Amendment. They want to convert a 3-bedroom unit into a two units, a 2- bedroom and an efficiency. This will be a minor change from 28 units to 29 units. OTHER REPORTS: KRMC Day Care —1279 Burns Way, request for an administrative CUP to convert existing office to day care. We are gathering comments for an administrative conditional use permit to remodel an existing previous office on Burns Way and convert it into a day care for KRMC employees. All the parking is there, and they are not adding on to the building. We will require sidewalk along the south side along the curb. We need to find out if they will have an outdoor play area, which would require certain fencing requirements. This facility will provide care for 64 children. Sorensen will be talking with their architect from Missoula on this today or tomorrow. Sprinklering may be required when infants are included. KRMC Parking Lot Expansion — Northeast area of the campus. There is no Site Review process for this project. Public Works will be doing a storm review. They will need to make sure that our Lighting Ordinance rules are met. Their multiple properties should be bound together and can be completed with the zoning lot determination, or dissolve the property lines. McIntosh stated they will probably bind them together, and he will get Sorensen the legal description. There will be three pedestals with an emergency call button that will be managed by security. It would also have a button for a shuttle ride. The plans that were submitted show adding a sidewalk along Grandview. This would connection to Sunnyview. They will be putting in a mid -block crossing area based on the Pedestrian Crossing Study. All of the sidewalk shown on the plan will be put in. Jentz asked about their soil compaction in the parking lot. McIntosh explained their process based on the Geotechnical Engineer's studies. Landscaping improvements were discussed. 3 Mann Mortgage — Jentz introduced a 4'/2-acre piece of land up in the oxbow of the river. There are transmission lines going through, but they want to put in a 25,000 sq. ft. building for about 100 employees. This is their corporate office. There is a lift station by the pond, and they would like to orchestra an intersection where the pond is with the traffic light. Can they get an intersection off the traffic light? Freyholtz noted there would be no other access allowed. They will need to move the detention pond and show how that will work. They did do bank stabilization. This is B-5 zoning. This will be an improvement to this lot. As a side note, WWW is now RDO, and Mergenthaler is moving north. Captain's Marine — We are working on trying to release their Letter of Credit. There are a number of things they still have issues on. They got the parking lot striping in. Landscaping, the bike path issue, and light poles all need to be completed/resolved. There is an area on the north side that they haven't paved and that is all in now. The bike path under the PUD was required to be within the ROW and on the ROW line. It is 12' over from where that should be. It is entirely on their private property and 2' to 4' over from where the ROW line is. Solutions were discussed.
