05-13-16 City Manager ReportMnM„„ City of Kalispell ,TI OFFICE OF THE CITY MANAGER Information Memorandum 5/13/2016 1. Planning Department The Planning Board met on Tuesday, May 10, and heard two items. The first item was a request for a conditional use permit to allow the construction of up to 4 town house units in an R-3 zone at 117 Northwest Lane near the Junior High. The board recommended approval. This item is tentatively scheduled for the June 6 council meeting. The Flathead Community College also appeared before the Planning Board with a request for an Agency Exemption from the Kalispell Zoning Ordinance for the 71 unit student housing project that is being proposed. The board also held a work session on the courthouse couplet traffic design issue. The planning staff presented the traffic data and alternatives that have recently been developed by Robert Peccia and Associates. 2. Building Department The building department has issued 5 single-family and 2 townhome permits in the past 2 weeks. This brings the total residential units for 2016 to 50 compared to 19 units for the same time period in 2015. There are also 16 single-family and 6 townhome permits under review at this time. Plans were submitted for the Ray of Hope Women's Shelter that will be located at 106 51h Avenue West, directly across the street from the existing Ray of Hope Shelter. A conditional use permit for this facility was previously granted. The building permit is ready to be issued for the Kalispell Regional Hospital — 3rd Floor Surgical Tower ICU Department. This project is valued at $3,000.000. 3. Parks Department At this year's Arbor Day 2016, the 3rd Grade classrooms from School District 45 attended presentations by 16 various educational booths, including new booths this year by Kalispell Parks & Recreation and Kalispell Public Works. Street Tree Committee volunteers worked hard in all aspects of the celebration including soliciting sponsorships from 12 businesses and organizations (Expert Tree Care LLC, Flathead Electric Coop, Kadrmas, Lee & Jackson, Inc., LS Design Studio, Northwest Energy, Morrison Maierle, Rotary Club of Kalispell, Sunrise Lions, Three Rivers Bank, Trees for Life, Valley Bank and Weyerhaeuser) which made it possible to purchase t-shirts and provide lunches for the booth volunteers and high school student volunteers who assisted teachers with the classes. Students, teachers, dignitaries, parents and volunteers joined together for a formal ceremony and special tree planting dedicated to Bette Albright, who has been with the Street Tree Board since its beginning 30 years ago. This celebration continues to grow in popularity and size, furthering the education of the community as to the importance of trees in our community. We are in our third week of Rookie and Spring Soccer with a total of 444 participants in Spring Soccer and 136 participants in Rookie Soccer. Reel Fly Women registrations and flyers have been distributed for this new offering from Kalispell Parks and Recreation. Woodland Water Park pool preseason cleanup has begun. Pools will be drained, power washed, and new Virginia Graham Baker Act (VGB) compliant grates will be installed prior to filling the pools. This year we are repainting the lap pool before the season begins. The swim lines are faded and there are numerous other issues with the current white paint. 4. Information Services IT staff ordered the new Charter on -air programming event controller for our AV program. The new digital event controller will replace the current model that is programmed by DVDs. When implemented, the new event controller will use utilize disk based storage to program the City's government access channel and be controlled by a software based program. Staff continues to work on other AV equipment upgrades. Along with the event controller, the way videos are edited will also be changed in the coming months. 5. Public Works Department 2nd Ave East Water Distribution Project Construction of the 2nd Ave East Water Distribution Project for the City of Kalispell started on Tuesday, May 10. The construction will take place in the area of 2nd Ave E and 3rd Ave E, between 131h and 14d' Street E. This project replaces the 2" main with an 8" main and creates a looped water system when tied into the main at 3rd Ave E and 141h St E. Upsizing the main will provide increased fire flows for protection, increased volume for customer service, and update the water system in the area to DEQ and City Standards. The duration of the project is expected to be completed by the second week in June 2016. Sewer Emergency Repair On April 28, sewer field personnel were called to a report of a possible backed up sewer at 119 5th Ave W. A camera crew was mobilized to the scene and discovered a partially collapsed main due to a missing section of clay pipe where a lamphole 2 once existed. Unobstructed flow was verified daily throughout the weekend and on May 2, a contractor with a large excavator assisted City staff with the I F excavation and repair of the broken section of pipe. Excavation and repairs were completed by the end of day. The picture shows the completed repair to the sewer main. The collapsed section was approximately 36" in length. However, the additional sewer main and service tie-in was replaced to ensure the service tap upstream of the blockage did not experience any wash out. 6. Fire Department Since the last update, the Kalispell Fire Department has received 147 calls for service and has conducted 1 outreach training with approximately 40 individuals in attendance. In coordination with Flathead County Emergency Medical Service Manager and the Flathead County Emergency Medical Director, fire department staff is updating current policies and procedures to better align with the federal rules and regulations for storage and use of Schedule II type narcotics used for patient treatment. These policies incorporate proper ordering, handling, storage, use, and tracking of all scheduled drugs and are being developed and implemented county wide. The U.S Department of Justice Drug Enforcement Administration has is currently identifying proper tracking for substance control and are assisting staff for the proper implementation of these county wide procedures. 7. Police Department On May 5, officers with the Kalispell Police Department participated in the annual Special Olympics Torch Run. The Torch Run is an event which raises money and awareness for Special Olympics Montana. Kalispell Police Officers Dennis Bain and Eric Brinton, Captains Doug Overman and Wade Rademacher, Chief Roger Nasset, and Police Chaplain Drew Buckner participated in a bike ride which originated at Happy's Inn and concluded at Les Schwab Tire Center on W Center St. From there, Officers Jason Parch, Karen Webster, Jordan Venezio, and Captain Tim Falkner joined the group to run with Special Olympic athletes as they were escorted down W Center and Main Streets to Lions Park. A BBQ was held at Lions Park to celebrate the Kalispell leg of the Torch Run. Attached is the April case and arrest report. 8. Human Resources Department Human Resources coordinated the second set of workshops related to "Creating Highly Effective Teams" being presented by the Local Government Center from the MSU Extension Office. Over 170 employees attended one of the three four-hour workshops entitled "Conflict Management" held at the Hampton Inn. HR Director Terry Mitton received notice he has attained the level of IPMA-HR Senior Certified Professional (IPMA-SCP). The IPMA-HR Senior Certified Professional (IPMA-SCP) is a public sector focused, and competency -based credential for qualified Human Resource Professionals who have reached the manager, director, senior management, or executive level. 9. City Clerk The clerk's office has been utilizing the City of Kalispell YouTube channel more frequently to store and share videos with the public. For example, the CTA presentation and discussion during the November 23 City Council meeting is available for viewing on the city YouTube channel. In addition, the City Council sponsored Primary Candidate Forum that took place May 12 will be uploaded to YouTube for easy linking from social media and the city website. Interested individuals can subscribe to the city channel and receive notification when a new video is posted. 10. Community Development The 2014-2015 Annual Report of the City of Kalispell's Tax Increment Financing Districts is now available. The report is intended to provide a year to year compilation of activity related to each of the four Tax Increment Financing (TIF) Districts in Kalispell and is available on the City of Kalispell website at: http://www.kalispell.com/community®economic®development/online anlications.
