A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD ON MONDAY,
APRIL 25, 2016 IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL,
MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS JIM
ATKINSON, SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA,
TIM KLUESNER, ROD KUNTZ AND WAYNE SAVERUD WERE PRESENT.
Also present: City Manager Doug Russell, Planning Director Tom Jentz, and Planner R PJ Sorensen.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
1. Zoning Text Amendments
Russell gave a brief overview and turned the discussion over to Sorensen, who explained each
suggested amendment and the rationale for the changes.
Jentz and Sorensen answered questions.
There was lengthy discussion, particularly regarding Vacation Rentals by Owner (VRBOs) or short-
term rentals.
Public Comment
Diane Medler, Convention Center and Visitors Bureau, noted that "shared economies" are effecting
the bed tax; her office came up with 160 short term rentals in the city limits who should be following
the law and collecting bed tax. She said they are seeing an impact with special events, because teams
are staying in houses instead of hotels.
CITY MANAGER/COUNCIL/MAYOR REPORTS
Russell described the trip to Washington DC and stated he was very pleased with the caliber of the
meetings they had.
Russell noted the budget work sessions will be held the week of May 9.
Mayor Johnson discussed the recent 911 meeting and the viability of long-term funding.
