05-05-16 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, May 05, 2016 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Keith Haskins, Senior Civil Engineer Jarod Nygren, Senior Planner Wade Rademacher, Police Captain P.J. Sorensen, Chairman Dave Dedman, Fire Chief Tom Jentz, Planning & Building Director Rick Parker, Building Plans Examiner Tom Tabler, Senior Civil Engineer Kathy Nelson, Recording Secretary GUESTS: Kim Larson & Marc Liechti (APEC Engineering); Terry Kramer (Kramer Enterprises); Toby McIntosh (Jackola Engineering); and Katheryn Houghton (Daily Inter Lake). HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Shops Building (Outlot D) — Spring Prairie Phase IV — at the corner of Old Reserve and Hwy 93. This went to ARC again and was tabled for a second time. Their architect will be in town for the meeting on May 1 Oth for ARC. The application for their Final Plat has not yet been submitted. They want to go to Council on the 16th. There is a mattress store and a Mexican Food Restaurant going in this building. There is a ROW and 20' landscape buffer. The trail is in the ROW. The raised, concrete planter is in the landscape buffer area. The zoning code review is almost complete. Dedman is okay with this. The path needs to connect to the building. They could do a tabletop crossing in the drive-thru lane for sidewalk. Their engineer needs to decide if they need truncated domes. Building is done with their review. Public Works had a comment on grades from the original submittal. Haskins stated we are also waiting for information back on how the storm impacts will be taken care of for the entire site. Blumenstein wants this on the agenda for June 6th. This will continue to be on the Site Review agenda. Krispy Kreme — Spring Prairie 4. Tabler noted that the impact fees are the same. Haskins stated they decided against the connection from the interior sidewalk to the front door. Nygren added that the last he heard, they are planning on putting it in. There will be a drive-thru. They will not be able to begin their project until Spring Prairie Phase 4 is Final Platted. This will be on the agenda for next week. Buffalo Hill Terrace (Immanuel Lutheran West Campus) — 40 Claremont, Phase lA & 2; expansion of existing retirement facility. They will need to match everything in the CUP, other than 1 the discussion on where the bike path easement will go. The path needs to have a buildable easement. The State has money to do a trail along the highway. We will need input from Freyholtz. Their parking numbers should be good. This will be on the agenda for next week. Papa Murphy's — 2 3rd Avenue E; new building to replace existing building on lot. This has been submitted for ARC. Kramer is present for this project. Presently, the building is up close to Center Street with a little shed on the corner. They acquired the property to the south last year and demolished the house. Right now it is a gravel pad. They will be putting in the new building there and adding landscaping in the parking lot on the side. They will have a one-way parking lot on the north side and a drive thru, and they did a redesign to consolidate the exits into one, coming out onto Third. Kramer stated this will also give them snow storage area for their drive-thru. They need to figure out where their deliveries come in to get their rotation in for the truck. Their dumpster will be going in the back and be screened. They may need to adjust the sidewalk for the dumpster. There are actually three different legal properties in there, so Sorensen stated they may need to dissolve the property lines under one name. RPA is doing the civil engineering, and they should be submitting a full package soon. This will allow a longer drive-thru lane and more stacking space. Access is and has always been from the alley. They could put up some directional signs to help with the flow. This will be on the agenda for next week. NEW BUSINESS: Northwest Family Medicine — 70 Village Loop; new family practice medical office. McIntosh is present for this project. He states the building is in the 8,200 sq. ft. range, single story. They will be adding sidewalk along the curb. The subdivision development has some existing infiltration trenches that are right behind the curb line. They will be using the common area for parking and adding 13 more spaces in their own parking lot. They will have Evergreen water and City sewer. McIntosh will contact Carver about the water. We will need their photometric plan. Roof drainage will go straight to a dry well. The parking lot drainage is going to a grass swale. He will forward Carver's drawings to Haskins. There is a beehive inlet in there with gravel trenches, and Alpine also did a test in there. Fire hydrants are already there. They have a 6" service line. This is going to Architecture Review on Tuesday. Blanchard Dental — Commons Loop; office building. Liechti and Larson are present for this project. This is across from Glacier Bank. Larson states this is a two-story commercial space for medical offices. The dental clinic will be on the upper floor. It is accessed from Commons Loop. Down below there is an access road that comes in and the lower level will be rented out to probably medical offices. There will be an elevator, and a stairway inside for egress on both floors. Dedman is fine with no hammerhead, as they have the parking lot to turn around in. There is common area to the south. They may need to do a bump out to help with backing out from the end parking spaces. Drainage is on the side of the building like the other properties near here. There will be some underground storage for doing some of the piping, and then bring it out into the channel. The area in the center has landscaping. A bump out in the parking areas could be useful for them to connect to the trail. The PUD up there requires the pathway. There may be an issue for garbage truck access. 2 PLANNING OFFICE ITEMS: 117 Northwest Lane — Off of Three Mile Drive near North Meridian, close to the Kalispell Middle School. Application for two sets of townhouses. Nygren met with them this morning. They will now be cutting it back to one set of townhomes, from four to two units. If they want to do the four, they will be required to do the street along with some other additional items. 61h Street West — There is an old house to be demolished, and they will be putting four townhomes there. They are coming in for their CUP. The zoning is R-4. There are storage/mechanical rooms between the units to adjoin them. This will be on the June Planning Board Agenda. OTHER REPORTS: None.
