OLD BUSINESS:
Shops Building (Outlot D) — Spring Prairie Phase IV — at the corner of Old Reserve and Hwy 93.
This went to ARC again and was tabled for a second time. Their architect will be in town for the
meeting on May 10th for ARC. Tabler stated Public Works has been looking at the impact fees.
Haskins is reviewing the project. Sorensen has received responses to his comments. The garbage
was shown at the north and it will now be located to the south of the building. Parks has not done
their final signoff. Fincher stated that Blumenstein has not responded to his e-mails yet. Freyholtz
stated MDT is waiting on landscaping. Before any building permits can be issued, the Final Plat will
need to get done. That application has not yet been submitted. They want to go to Council on the
16th. Nygren has not seen what they are bonding for or their numbers. Sorensen stated that Fincher's
comments are probably tied more to the internal layout and not the plat, except for the ROW work so
that the trees along Reserve Drive and the landscaping plan within the highway ROW are the two
plat -related conditions as opposed to site -related conditions. Freyholtz stated the approach permits
are completed. They are still waiting for them to get their encroachment permit for the landscaping
and path. MDT has their own bond from them for the traffic light, and has received their construction
schedule. Sorensen will contact Blumenstein. This will continue to be on the Site Review agenda.
Krispy Kreme — They have submitted their Landscaping Plan. Fincher needs to get the plans from
Building. Construction drawings have been submitted. Public Works is still working on their review.
They will not be able to begin their project until Spring Prairie Phase 4 is Final Platted. Discussion
will be held after the meeting about a large, raised, concrete planter shown in the front.
Buffalo Hill Terrace (Immanuel Lutheran West Campus) — 40 Claremont, Phase IA & 2;
expansion of existing retirement facility. Tabler stated the owner called looking for direction for
wording for their water main easement. Site Review will review the entire project upfront, knowing
some of the improvements will be phased in for site work on Phase IA and Phase 2. This will be on
the agenda for next week.
NEW BUSINESS:
Papa Murphy's — 2 3rd Avenue E; new building to replace existing building on lot. This has been
submitted for ARC. Presently, the building is up close to Center Street with a little shed on the
corner. They acquired the property to the south last year and demolished the house. Right now it is a
gravel pad. They will be putting in the new building there and adding landscaping in the parking lot
on the side. They will have a one-way parking lot on the north side and a drive thru, so there will be
two exits coming out onto Third. If Police or Public Works wanted it changed, they could
consolidate the two exits into one.
PLANNING OFFICE ITEMS:
117 Northwest Lane — Off of Three Mile Drive near North Meridian, close to the Kalispell Middle
School. Application for two sets of townhouses. Nygren met with them this morning. They will
now be cutting it back to one set of townhomes, from four to two units. If they want to do the four,
they will be required to do the street along with some other additional items.
OTHER REPORTS:
KRMC - nutritional services loading dock preliminary comments. The existing loading dock
presently has a covered canopy with trash compactor and cardboard dumpsters. They want to build a
a building there that gives them more space for the shipping and receiving end of things, with two
docks and an overhead door for "Fed Ex style" trucks, both their own and Fed Ex and UPS. The
cardboard dumpster would be relocated, as well as the trash compactor. McIntosh asked if they
should take some of the little areas and expand the asphalt to give them more surfacing. He is
working with Haskins on options for stormwater. There is an existing water line that is fairly deep.
They could tie into that system or do a separate line to the north. There is a riser room and a Fire
Department Connection (FDC). He thinks it just serves dietary. There is an FDC for Brendan House
and one for Central Plants. They will be adding stairs, a chain link gate and crash bars. Dedman
stated that is all fine, but that they should add an "FDC" sign. The change of access is fine with
Dedman. They are trying to clean up the area. This will be done before their PUD. Property line
boundaries were discussed. They will be coming in with this project soon as it is tied to the E.R.
