HEAR THE PUBLIC:
Conway Drive & Claremont Street — Margaret Davis of 160 Charlotte discussed the ER Expansion
and the Buffalo Hills Project. She feels the traffic signs are misleading and the fence around the
project blocks pedestrian walking areas. She states that the confusing signs and lack of pedestrian
access are a problem. She suggests that Conway remain open. Right now it is congested with truck
traffic. She would like us to consider temporarily eliminating all parking on east Claremont, as these
projects could be continuing for a year or more. Public Works and KPD will discuss this after the
meeting.
PERFORMANCE BOND REMINDERS: None.
OLD BUSINESS:
Shops Building (Outlot D) — Spring Prairie Phase IV — at the corner of Old Reserve and Hwy 93.
Blumenstein has asked to be put on the ARC agenda for next week. They will be submitting some
further information for that meeting. This will continue to be on the Site Review agenda.
Krispy Kremes — They have submitted their Landscaping Plan. Smith stated the sidewalk was
shifted for the boulevard requirement, and they have created a connection from the building entrance
to the public way. They moved an access to line up better with the access across the drive. He will
meet with Fincher for tree requirements. Construction drawings have been submitted. Freyholtz has
not received any landscaping plans for the ROW. The trash enclosure location was discussed. They
will not be able to begin their project until Spring Prairie Phase 4 is Final Platted.
NEW BUSINESS:
Buffalo Hill Terrace West Campus — 40 Claremont, Phase IA & 2; expansion of existing retirement
facility. Revisions were received yesterday and Haskins is reviewing them. McConkey stated utilities
need to be relocated so they can begin construction on Phase IA in July. Their building plans are
about a month out. They plan to revise the approach in Phase IA, and then add 4 or 5 parking stalls
there. The new parking lot for Phase IA will have an approach along Claremont and then there is a
new service access along the back side. Eventually, there will also be an approach for the
underground parking for Phase 2. Site Review will review the entire project upfront, knowing some
of the improvements will be phased in for site work on Phase IA and Phase 2. Nygren asked about
the trail along the highway that requires the easement location be established at the beginning of this
project.
PLANNING OFFICE ITEMS:
117 Northwest Lane — Off of Three Mile Drive near North Meridian, close to the Kalispell Middle
School. Application for two sets of townhouses. They are doing a Preliminary Plat Waiver to create
two lots, Lot 1 and Lot 2, and get it Final Platted. Then they will apply for a CUP for townhouses.
Potential cross access was discussed. Discussion was held about the road and whether it should be
north or south of the townhomes. It could be left as only a driveway. ROW issues were also
discussed. Dedman is okay with any option and the Fire Dept. will make it work. Meter pit locations
were also discussed.
OTHER REPORTS:
FVCC Student Housing — Wal-Mart is to the northeast. They are proceeding with an Agency
Exemption, so they will be dealing with each City department individually and this will not be on the
Site Review Agenda or ARC Agenda.
Spring Prairie Phase 4 — Nygren stated they will need to provide a bond for the trail system,
infrastructure, and streetscaping before they can get their Final Plat. No building permits will be
issued until they get their Final Plat. They will also need to get a bond for the traffic light through
MDT.
