04-11-16 City Council Work Session MinutesKALISPELL CITY COUNCIL WORK SESSION MINUTES APRIL 11, 2016 View the minutes attached to the audio of the meeting at: http:/ikalispell.com/mgyor and city council/meetings.php A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD ON MONDAY, APRIL 11, 2016 IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS JIM ATKINSON, SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM KLUESNER, ROD KUNTZ AND WAYNE SAVERUD WERE PRESENT. Also present: City Manager Doug Russell, City Attorney Charles Harball, Planning Director Tom Jentz, Public Works Director Susie Turner, and City Engineer Keith Haskins. Mayor Johnson called the work session to order. DISCUSSION ITEMS 1. Public Works Design Standards Russell gave a brief overview and turned the discussion over to Haskins, who presented a power point regarding the history of The Meadows subdivision and the applicant's request for a smaller water connection. Haskins described what the council approved versus what the developer is now asking for, stating the developer wants to save on impact fees by downsizing their connections. Haskins noted the difference in water pressure is only seven (7) gallons per minute and the water meters require that manufacturer's recommendations be followed, which they would not be in this case. Haskins emphasized that the city has already accommodated this developer once and now they are asking for an additional modification. There was lengthy discussion. A consensus was reached to uphold current policy and deny any further accommodation. Public Comment None. 2. West Side Interceptor Update Haskins presented a power point updating the West Side Interceptor and explained which easements have been purchased and which still need to be. Turner reminded council there will be no forced annexations resulting from this, and we will annex only if homeowners need to hook up because their septic systems fail. Public Comment Terry Smith, West View Drive Homeowners Association, commented that they never were notified about the sewer line coming down their road and they were only notified because she called the city and county. She said it would have been common courtesy to let the homeowners know. Jane Lopp, 52 West View Drive, commented she assumed the sewer line was going on the west side of Kalispell and not north of town, and remarked she had a number of concerns about viable alternatives. 3. Managing Potential Zone Changes in the Core Area Jentz gave an overview of the Core Area zoning issue and asked council to direct staff on how to move forward. Russell explained the draft resolution. There was discussion regarding the two year fee waiver; it was decided to increase it to three years. Jane Lopp, whose business address is 295 3rd Avenue EN, said there has been a lot of good information regarding the Core Area and told everyone they had done a "good job".
