OLD BUSINESS:

Shops Building (Outlot D) — Spring Prairie Phase IV — at the corner of Old Reserve and Hwy 93.
This went before Architecture Review for preliminary comment and was rescheduled for April 12th
but not put on the agenda per Blumenstein's request. This will continue to be on the site review
agenda.
NEW BUSINESS:
Krispy Kremes — They e-mailed elevations and one site/landscape plan. This will be going to ARC.
The landscape buffer needs to be on the other side of the sidewalk. The site layout was discussed.
They will be submitting their full set soon.
PLANNING OFFICE ITEMS:
117 Northwest Lane — Application for two sets of townhouses. They are doing a Preliminary Plat
Waiver to create two lots, Lot 1 and Lot 2, and get it Final Platted. Then they will apply for a CUP
for townhouses. Discussion was held about the road and whether it should be north or south of the
townhomes. Nygren will discuss their options with them.
OTHER REPORTS:
Treeline Village Apartments — They have a 24' wide utility easement with a spill curb that they
want to leave as a dead end road. S. Turner was concerned about the snow plowing and removal.
They will need to amend the PUD and then have it as a road or pedestrian area. They could do
possible bulb outs at the end, but that could be a problem for plowing. Haskins would like input from
our Street Division. There is a transmission tower next to it. Dedman is okay with this having only
one access. Jentz suggested we go to the developer and let him know that we are okay with the
concept of this not being a vehicular traffic area and having it as a pedestrian route. They will have to
figure out the design that would show how it will accommodate drainage and how it will handle
snow.
West Campus Project for Immanuel Lutheran — already bid project. They said there was utility
work that they need to get done. They will be pulling out the sidewalk that is adjacent to the curb on
the west side, and also removing trees there. This needs to go through Site Review before they can
begin moving forward. The path location was discussed. The final layout of the easement for the
trail needs to be provided. This will be on the agenda for next week.
