OLD BUSINESS:
Shops Building (Outlot D) — Spring Prairie Phase IV — at the corner of Old Reserve and Hwy 93.
This went before Architecture Review on Tuesday. ARC had a lot of concerns that the building
looked too much like the Verizon building, they didn't like the garbage receptacle location, and they
did not like the location of where the drive-thru window would be. They were hoping for better
architecture at the intersections. This project was tabled until next month. They also need to submit
a Landscape Plan.
Sushi — (Previously Trippett's Printing) North of The Toggery at 323 Main Street. Application for a
Change of Use to restaurant. Nothing new was raised on this project. This is passed through Site
Review with a condition regarding the grease trap.
NEW BUSINESS: None
PLANNING OFFICE ITEMS:
Sparrows Nest — Application for a group home at 7th and 2nd to go in the old church building. They
are not applying for a State license. Nygren will suggest they park their cars in front of their building
to avoid any complaints from their neighbors.
1279 Burns Way — An Administrative CUP will be submitted soon for a child daycare with a State
license. It is presently a dental office. This will be for KRMC.
OTHER REPORTS:
136 East Idaho (old Stoick Drug building) — Moving "When In Rome" Pizza from the Emporium
Building to this building next to Video Plus. Larkey owns the building. There is a +/- 1,000 sq. ft.
area where the pizza restaurant would go between the hair salon and Video Plus. Their parking
numbers have already been discussed. Discussion was held regarding backing into the street.
Sorensen suggested they add in landscaping at the corner to separate the parking from the front along
Hwy 93 and the side along 2nd Ave E, or they may change the size of the sign. Either of these
changes would be optional as far as Police, Public Works, and MDT are concerned. There is no curb
along all of the parking. Their grease trap will need to meet the City's requirements. This is passed
through Site Review with conditions.
Spring Prairie Phase IV(subdivision) — There is a request for an additional water and sewer service
line to a potential anchor that wants to take four big boxes and turn them into five medium-sized
boxes. The footprint of the building doesn't change, but they will be creating a new lot. They will
need to modify their plans and file a PUD Amendment. Haskins noted that they will need to have five
anchor stores, because we don't want to have something stubbed out that will never be used and need
to be abandoned.
Corner of Kelly Road and Hwy 93 - They are looking at removing the Tack Building and build a
new structure. Haskins stated they will need to show the existing sidewalk for the western approach
on Hwy 93 with the ADA requirements for a cross slope. There are fire hydrants close to this
location.
Spring Prairie Phase IV — Fincher asked if MDT has received the Landscape Plans for Hwy 93 yet.
Freyholtz stated MDT is still waiting to receive those to be able to do an Encroachment Permit.
Fincher noted that the City is waiting for a letter from MDT stating that the Landscape Plans are
approved.
406 Bar and Grill — They will be coming in for another Parklet Permit this year. Rademacher noted
they did have some complaints last year on parking spots being used for this that take away from
downtown parking and there were complaints of some people drinking alcohol on the sidewalk.
DeSoto Grill — They may put in a Parklet in their parking lot instead of going into the street with it.
Immanuel Lutheran — Haskins noted their revisions are okay for Phase 1-B. They have removed
the original changes to the ROW. They are keeping the existing parking lot. The committee is fine
with their revisions. Sorensen noted that Phase 1-A is at Buffalo Hill Terrace and they will be coming
in in May for that. That phase is a sizeable expansion across the street from Immanuel. Their
architect is trying to set up a meeting with the City to discuss the next phase.

Bus Stop — Jentz had a call from MDT regarding the bus stop across from the shops up on Phase IV,
because it's going to have to be moved. It's really not a City issue.
Robert Peccia & Associates — They are doing the traffic study around the Courthouse couplet.
Jentz met with the Parking Commission this morning. Peccia has taken their street counts for what
the impact of a two-lane versus a four -lane road around the Courthouse would look like. They
looked at eight different options, which included possibly upgrading Willow Glen. Their study has
gone to the City Council, County Commissioners, and for Public Comment in the next 30 to 60 days.
