01-28-16 Parking Advisory Board MinutesCITY OF KALISPELL PARKING MONTHLY BOARD MEETING MINUTES Date: January 28, 2016 Location: KPD Conference Room In attendance: Mark Pirrie, Janet Clark, Joel Schoknecht, Bill Goodman, Captain Wade Rademacher, Planning Director, Tom Jentz and Senior Planner, Jarod Nygren Minutes recorded by: Karen Durado 1. Call to Order: Called to Order at 7:30 a.m., By: Mark Pirrie 2. Approval of the Agenda: Moved by Bill, second by Mark. 3. Approval of October 29, 2015 Board Meeting: Moved by Janet, second by Bill. 4. Hearing of the Public: 5. Approval of Financial Statements of October, November and December 2015: Moved by Janet, second Bill. 6. Updates from City Parking: 7. Planning Director, Tom Jentz and Senior Planner, Jarod Nygren: Tom and Jarod attended the meeting to discuss the undertaking of the downtown plan. Discussion followed regarding parking issues and how Main Street and the downtown areas function. Tom stated that this meeting is more of an icebreaker and would like to attend our next meeting to discuss their findings. Tom requested input from the Advisory Board on what their long-range, long-term vision is for downtown. Tom wanted it known that there is not a parking shortage, just a parking shortage perception. 8. Unfinished Business: Central School Museum — It was determined that converting the 4 volunteer parking spaces to permitted spaces is an Administrative decision not a Council decision. Captain Rademacher spoke with Gil Jordan and Gil is designing a new permit for his volunteers. The volunteers will not be limited as to where they must park. Captain Rademacher will take care of ordering the new signage. Jack will continue to monitor the metered area and will ticket vehicles parked at expired meters, without volunteer permits. 9. New Business: B.I.D. Parklet fee — The Board decided to give the parklets another summer and then revisit the fee amount. The next meeting will be Thursday, March 24, 2016.
