03-17-16 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, March 17, 2016 Lower Level Conference Room 201 First Avenue East ATTENDING: Dave Dedman, Fire Chief Jarod Nygren, Senior Planner Tom Tabler, Senior Civil Engineer Kathy Nelson, Recording Secretary HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Tom Jentz, Planning & Building Director Rick Parker, Building Plans Examiner P.J. Sorensen, Chairman Captain's Marine — An Irrevocable Letter of Credit has been received for this project. We are still waiting for the Warranty & Maintenance Bond prior to C of O. OLD BUSINESS: Spring Prairie Phase IV — overall site development plan. Sorensen is waiting for comments from Fincher. We are still waiting for the MDT final approval. Tabler noted that they have some on -site engineering issues with the hydrant. Shops Building (Outlot D) — Spring Prairie Phase IV — at the corner of Old Reserve and Hwy 93. This will be a restaurant and retail. Sorensen noted they are showing three handicapped spaces together by the restaurant. Since they have two other entrances, they will need to move one of these spaces near one of the other entrances. The parking lot will need to be shifted slightly as it is too close to the property line. The garbage collection area has an almost 7' steel fence around it. There are some issues under the zoning regarding that. There is a drive-thru lane with plenty of stacking space. The walking path on Hwy 93 now shows a connection. Tabler will be submitting some comments from Public Works. There is no Landscape Plan included. Nothing on Final Plat yet. Blumenstein will probably be coming to ARC on either March 22nd or April 12'h. NEW BUSINESS: Sushi — (Previously Trippett's Printing) North of The Toggery at 323 Main Street. Application for a Change of Use to restaurant. Parker has sent them an e-mail with some questions but has not heard back from them. The plans were not drawn by an architect. There is no plumbing drawing for their grease interceptor. Their hood is not covered. They will also be doing his and her accessible 1 bathrooms. They will only be changing the signage on the outside of the building. PLANNING OFFICE ITEMS: Sparrows Nest — Application for a group home at 7th and 2nd to go in the old church building. They are not applying for a State license. Nygren will suggest they park their cars in front of their building to avoid any complaints from their neighbors. 1279 Burns Way — An Administrative CUP will be submitted soon for a child daycare with a State license. It is presently a dental office. This will be for KRMC. OTHER REPORTS: Samaritan House — Jentz met with their board. They may put in rooms for women with children in the old armory building they own. Veteran Housing — Samaritan House may also put a Veteran's Housing Complex in the old armory parking lot in the future.
