03-10-16 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, March 10, 2016 Lower Level Conference Room 201 First Avenue East ATTENDING: Dave Dedman, Fire Chief Keith Haskins, Senior Civil Engineer Jarod Nygren, Senior Planner Tom Tabler, Senior Civil Engineer Kathy Nelson, Recording Secretary HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Chad Fincher, Parks & Rec. Director Tom Jentz, Planning & Building Director Rick Parker, Building Plans Examiner P.J. Sorensen, Chairman Captain's Marine — Engineer's estimate has been completed. Sorensen will add two or three things that also need to be bonded. They will also need a Warranty Bond prior to C of O. An SID Waiver came back from Harball, and they will need to sign it. OLD BUSINESS: Spring Prairie Phase IV — overall site development plan. Fincher and Sorensen have reviewed the landscaping. Fincher stated that the boulevard on Old Reserve Drive had irrigation, trees, and sod in it. The landscaping plan shows keeping existing, but half the trees are gone and the sod is in poor shape. We are going to ask them for continuity on this issue. The sidewalk is short on the south side according to the landscaping plan, and does not go all the way to the property line. The PUD asked for landscaping at the entrances. There are no trees at the entrances shown on the landscaping plan. We will need to condition it with the final plat to have the trees put in as pads are developed. We are still waiting for the MDT final approval. This is passed through Site Review with conditions. Shops Building (Outlot D) — Spring Prairie Phase IV — at the corner of Old Reserve and Hwy 93. This will be a restaurant and retail. There is a drive-thru lane. Haskins stated there is curb that stops with a portion unbuilt. They were going to build to the inside curb, and the outside curb would just be a redwood board that they would pave up against. Then as the lots develop, the individual lots would take care of their potion of the curb. The walking path has no connection to their interior walking path. They also have a problem in their grading plan where there is a grade brake in the corner that is not going to drain. Blumenstein will probably be coming to ARC on either March 22nd or April 12th NEW BUSINESS: Sushi — (Previously Trippett's Printing) North of The Toggery on Main Street. Application for a Change of Use to restaurant. They have a grease trap they will be bringing in. They will only be changing the signage on the outside of the building. PLANNING OFFICE ITEMS: Sparrows Nest — Application for a group home at 7th and 2nd to go in the old church building. Glacier Rail Park Development Plan - This was reviewed last Tuesday for the creation of an Urban Renewal District which is also called a "TEDD," which stands for "Targeted Economic Development District". South Kalispell Urban and Home Plan — This was also reviewed but tabled for some final edits. Zoning Text Amendment — They completed a Zoning Text Amendment. The Planning Board wanted to be sure that the Fire Department was okay with the increased height of buildings from 40' to 60'. Chief Dedman is fine with this change. OTHER REPORTS: Chick-fil-A — They missed their snow load on their structural sheets by 26 lbs. so they will need to change the truss package for the building.
