03-03-16 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, March 3, 2016 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Fire Chief Keith Haskins, Senior Civil Engineer Rick Parker, Building Plans Examiner Jarod Nygren, Acting Chairman Tom Jentz, Planning & Building Director Wade Rademacher, Police Captain Kathy Nelson, Recording Secretary GUESTS: Seaborn Larson (The Daily Inter Lake); and James Freyholtz (Montana Department of Transportation) HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Spring Prairie Phase IV — overall site development plan. We are still waiting for Fincher to review the landscape plans. MDT is still finalizing the luminaires. This will be on the agenda for next week. NEW BUSINESS: Shops Building (Outlot D) — Spring Prairie Phase IV — at the corner of Old Reserve and Hwy 93. Haskins presented some preliminary comments on the plans. He noted that they have curbing interior to the parking lot but not along their lot frontages. There is a curve that is left out and should be part of this project. The walking path has no connection to their interior walking path. They also have a problem in their grading plan for the corner. PLANNING OFFICE ITEMS: South Kalispell Urban and Home Plan — This will be reviewed next week. Glacier Rail Park Development Plan - This will be reviewed for the creation of an Urban Renewal District which is also called a "TEDD," which stands for "Targeted Economic Development District". Growth Policy — Nygren stated they are working on the Growth Policy Text Amendment with the Council. The next Work Session will be March 15' OTHER REPORTS: Street names in Section 36 (DNRQ — Regarding Wolfpack Way and Timberwolf Parkway, Timberwolf Parkway will be going across and between Glacier Eye Clinic and Kalispell Oral Surgery.
