02-25-16 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, February 25, 2016 Lower Level Conference Room 201 First Avenue East ATTENDING: Dave Dedman, Fire Chief Keith Haskins, Senior Civil Engineer Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz, Montana Department of Transportation HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Captain's Marine - A bond may be needed for Captain's Marine. OLD BUSINESS: Spring Prairie Phase IV — overall site development plan. Sorensen will get together with Fincher early next week to review the landscape plans. Freyholtz stated that MDT is still finalizing the luminaires. He also noted that LHC is trying to get the one approach completed for the Marriott before the end of April. They won't be completing any of the work on Hwy 93 until the summer. Jentz noted that according to Blumenstein, the pads won't be ready until July 1 st. This will be on the agenda for next week. NEW BUSINESS: None. PLANNING OFFICE ITEMS: South Kalispell Urban and Home Plan — This will be reviewed next month. Glacier Rail Park Development Plan - This will be reviewed for the creation of an Urban Renewal District which is also called a "TEDD," which stands for "Targeted Economic Development District''. Growth Policy — Nygren stated they are working on the Growth Policy with the Council. The next meeting will be March 15'h Glacier Village Greens — They have come in with a Final Plat for Glacier Village Greens Phase 22C. OTHER REPORTS: Willow Creek — Jentz stated that he had a meeting with a potential buyer of Willow Creek. He wants to do residential there, realizing that compaction is an issue. He likes the trail system concept and has been looking at the water and sewer issues.
