That it is the intention of the City Council to create 4 new
Special Improvement District to be 'knovm as Special Inpro vernent Dis-
trict No.40, for the purpo5e of constructing cenent sidewalks on
each side of the ay.enue therein, the bomdaries of vhick said Spec-
ial Impro-verient District are to be as follows, to -wit:
