Also present: City Manager Doug Russell, City Attorney Charles Harball and Fire Chief Dave
Dedman.
Mayor Mark Johnson called the work session to order.
1. Budget Workshop Related to Emergency Management Services Fees
Russell presented a PowerPoint focusing on the EMS fee schedule and using Great Falls EMS as an
example.
Russell and Dedman answered questions.
There was discussion regarding privatization, taxes, and fees.
Staff was directed to determine how to make sure city residents are charged less than county
residents, possibly by overlaying a GIS map.
Public Comment
Tom Rygg remarked the public was ambushed with this topic because there was no additional
documentation on the website; he was able to get information from a number of cities simply by
calling them. He also requested another "privatization report" be commissioned like the one done
last year, but from an outside source and not the fire department and union.
