01-07-16 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, January 7, 2016 Lower Level Conference Room 201 First Avenue East ATTENDING: Dave Dedman, Fire Chief Keith Haskins, Senior Civil Engineer Rick Parker, Building Plans Examiner Tom Tabler, Senior Civil Engineer Kathy Nelson, Recording Secretary Chad Fincher, Parks & Rec. Director Jarod Nygren, Senior Planner Wade Rademacher, Police Captain P.J. Sorensen, Chairman GUESTS: James Freyholtz (Montana Department of Transportation); Mark Johnson (w/Oral Surgery); and Susan Nicely, (w/Oral Surgery). HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Beehive Homes - Haskins stated he is working with Josh Burlage from Beehive Homes on a bond for items that have not been completed as part of this first phase of construction. This would include the main that they didn't complete, the pedestrian path, and for landscaping. Fincher noted he would need to submit either a contractor's estimate or an engineer's estimate of what's left to be done. Sorensen related that Architecture Review will be meeting on Tuesday to discuss four things that Burlage deviated from his plans on. Depending on the outcome of that meeting, it's possible we may roll some of that in as well. There was some stone work that he was supposed to do that he opted not to do but was talking about doing it later this year. ARC may require a bond for that. OLD BUSINESS: Spring Prairie Phase IV — overall site development plan. Blumenstein is trying to get a signofffrom us on the layout. Freyholtz noted that it matches the Hutton Ranch one going into Sportsman's, and they haven't had any accidents with this layout. It was viewed and discussed. The site layout is approved by the committee for them to make the revisions accordingly. Regarding the sidewalk portions that are broken, Steve Lorch from DNRC informed Haskins that they already have an agreement with TKG (Blumenstein's company) for sidewalk maintenance. Lorch asked Blumenstein to get the City a schedule for when and how those will be repaired. This will be on the agenda for next week. Kalispell Oral Surgery — 180 Timberwolf, new clinic. Public Works has signed off. Fincher is waiting to hear back from their landscape architect on his comments. Fincher has a design issue with the east and west side of the building because of the slope off the backside of the building and the aesthetics to the front. Police and Fire are okay with this project. Sorensen had some comments regarding the fence detail and clarifying the clear vision triangle. Johnson noted those will all be taken care of with landscaping. Parker hopes to begin reviewing this project in a week. This will be on the agenda for next week. Immanuel Lutheran — 185 Crestline; Phase 113 expansion. Public Works is waiting on civil drawings to be submitted. Sorensen noted that they will be shifting the parking lot per one of his comments, and he has received cut sheets on that. Haskins stated Public Works noticed that the grades around the handicapped parking lot were over 2%, so they are adjusting that as part of their civils. Also, there wasn't street lighting in front of their lots so they are looking at adding street lighting. There was a condition in the CUP with roadway and access improvements. Haskins noted they didn't include the blub outs and they didn't include the crosswalk, either, so that condition would come in with the later ones. This will be on the agenda for next week. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Next Tuesday: Assist Center — 1280 Burns Way; change of use to overnight medical facility. They will be creating ten rooms for overnight stay and an office/reception area. There will also be a food prep area, common lounge area and bathrooms. Third Avenue East - CUP for a residential addition. There is an existing single-family home and a guest house/extra unit. Zone Change — The Planning Board will be creating a B-3 zone for the core area, limiting industrial uses, zero setbacks, increased height, and allowing multi -family. Sorensen noted that it would be a lot like the present B-4 zone. For next month: Vista Village — PUD and Subdivision for Vista Village. Nygren will send this out to everyone on Monday. They have 11/2 acres for parkland and 11/2 acres for stormwater. He asked if those two could somehow be integrated into some sort of dual use. Freyholtz is waiting for an updated TIS to see how many lots they will have. Haskins noted that in the past, combining parkland and stormwater was a problem. They may be able to do stormwater underground where both could be utilized and they would never have a swampy condition. The road should also extend through. They are going to try to have it ready for the February Planning Board. OTHER REPORTS: Brookie's Cookies — They are wanting to tear down the small building next to Moose's and put in a new structure over two of the lots but he wants a zero foot setback. Nygren stated we will probably rezone it to B-3. They would like this to come in for the June Planning Board Meeting. Johnson-Gloschat Funeral Home - Freyholtz stated that the Funeral Home on South Main would like time restricted parking on Main in front of their building. He noted that MDT is okay with this, but wondered what they City's stand would be. Rademacher noted that having the authority to enforce it would be the issue and suggested he contact City Attorney Charlie Harball.
