OLD BUSINESS:
Spring Prairie Phase IV — overall site development plan. Sorensen & Nygren received an e-mail
from Karen Blumenstein. She stated that it's a bit more complicated than just following through with
the items that she said she would do. All of the submittals are based on what MDT required and
approved. Jentz noted that they did require that we offset the entranceways. Freyholtz stated that
MDT was fine with what they had previously, so they will need to change the Engineering Design.
The overall site layout has not been approved through Site Review. We will send something back to
them stating we are fully expecting to have this other layout that was indicated two months ago. This
will not be approved without those changes. Haskins noted that they have installed the storm that
goes behind the building. Tabler said they have a larger bypass lane that is picking up the debris from
the north side of the Old Reserve Drive/Costco connection and then they loop it down the highway
side of the loop, to their internal roadway. The middle one, the one in question that would be
affected by the parking lot configuration, they haven't done anything yet. Sorensen noted that they
have the plans that would mesh up with what we are expecting with the parking lot layout, so it
would just be a matter of switching those out. They haven't actually installed anything out there. It's
not at a point where it's something that can't be changed, especially given the fact that anything they
are doing without approval out there is at their own risk anyway. Freyholtz asked about the bus
transit shelter and where it is going to be moved to. Blumenstein will need to get together with
Chandler Communication to work this out. This will be on the agenda for next week.
Kalispell Oral Surgery — 180 Timberwolf, new clinic. The landscape plans need to be reviewed by
Fincher. The trees off the driveway may be vision issues. They have a 10' setback off of Timber
Wolf, and Sorensen does not know if they meet that or not for their parking because it is R-5. Their
signage may or may not be an issue, too. They have it out near a corner, and he's not sure what they

are looking at for size. Jentz asked when they were wanting to break ground. This will be on the
agenda for next week.
Immanuel Lutheran — 185 Crestline; Phase 1B expansion. We are waiting for updated plans
showing changes to the covered entry and shifting the parking around. They also sent a link
regarding some kind of electronic drop box. The hard copy should be coming in any day. Public
Works will be sending out their comments tomorrow, mostly regarding storm changes with elevations
and manholes. Haskins has not seen anything new on the crossings. This will be on the agenda for
next week.
Assist — 1280 Burns Way; change of use to overnight medical facility. They are coming in for a
Building Permit and a CUP. Any comments should be specific for the CUP and need to be submitted
to Nygren. This is an existing building just off of Burns Way with an existing parking lot. They are
doing an interior remodel on the lower floor. They will be creating ten rooms for overnight stay and
an office/reception area. There will also be a food prep area, common lounge area and bathrooms.
The sidewalks are already there and it ties in with where they did the parking lot below with the
staircase that comes up. This is passed through Site Review.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS:
Third Avenue East - A project is coming in for a CUP for a residential addition. There is an existing
single-family home and a guest house/extra unit. Nygren noted that we are looking at it as two
primary uses on a single lot. They will be adding onto the guest house/extra unit. Haskins stated that
they only have one water line and one sewer line for both residences. This could be a requirement or
a recommendation for them to add lines. Haskins will check with Charlie Harball.
OTHER REPORTS: Next week's meeting will be on Thursday, December 31st. Mike Pence and
CTA will be present to discuss the crosswalk around the Courthouse.
