A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 P.M.,
MONDAY, DECEMBER 14, 2015 IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS
JIM ATKINSON, SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL
GUIFFRIDA, TIM KLUESNER, ROD KUNTZ AND WAYNE SAVERUD WERE PRESENT.
Also present: City Manager Doug Russell, Planning Director Tom Jentz, and Community
Development Manager Katharine Thompson. Various members of FCEDA were also present.
Mayor Mark Johnson called the work session to order.
1. Joint Meeting with the Flathead County Economic Development Authority (FCEDA)
Russell presented a PowerPoint focusing on the "worst case scenario" — no tenants move into the
Rail Park and it does not receive tax credits.
Russell answered questions.
There was discussion.
Staff answered questions.
Russell suggested the city create a tax increment financing district for the Rail Park in case it is
needed.
2. Visioning Discussion
Russell introduced the Visioning topic and what it means for Kalispell as a destination.
Kuntz began the discussion.
Ideas presented included a city flag, trail interconnectivity, an outdoor theater, and a large event to
promote Kalispell.

Russell announced Monday's agenda will be very light and a work session will follow.
Mayor Johnson reminded everyone that December 17 is "Bell -Ringing" day at Smith's from 10-6.
