11-23-15 City Council Work Session MinutesCOUNCILNALISPELL CITY i ►SESSION NOVEMBER1 View the minutes attached to the audio of the meeting at: http://kalispell.com/mUor and city council/meetings php Also present: City Manager Doug Russell, Planning Director Tom Jentz, Public Works Director Susie Turner, and City Engineer Keith Haskins. Mayor Mark Johnson called the work session to order. 1. Growth Policy Discussion Russell recommended council establish a small working group to go over the growth policy with staff and asked for discussion. Mayor Johnson remarked the document is too cumbersome at times and would prefer a small working group. Kluesner commented the growth policy contains a lot to digest and things have changed with the core area plan. Guiffrida noted he appreciates the rewrite. Mayor Johnson and councilors Carlson, Graham, Guiffrida and Kluesner volunteered to serve on the working group, whose meetings will be noticed to the public. A consensus was reached to begin meeting in January on Tuesdays. 2. 3rd and 4th Avenues East Discussion Russell described the issue and turned the discussion over to Haskins and Turner. Haskins gave some history of the traffic patterns on 3rd and 4th Avenues East. Haskins and Turner answered questions. There was discussion. Kalispell City Council Work Session Minutes November 23, 2015 Page 1 Public Comment Bill Nelson, 722 4th Avenue East, noted his concerns regarding safety, noise, and traffic volume. He said he sees the traffic lessening if traffic changes to two-way. Margaret Davis, 160 Charlotte Avenue, commented the growth policy is desperately out of date and there is no money for major road improvements. Debra Lunton, 200 block of 3rd Avenue East, remarked she doesn't think there will be room for two vehicles plus parked cars if the roads go back to two-way. She suggested adding stop signs to every intersection to slow traffic down. Pauline Sjordahl, 234 3rd Avenue West, commented that children can not sleep through the night because the traffic does not stop. Emily Baser, 600 block 3rd Avenue East, asked questions. Russell noted that data collection will begin on 3rd and 4th Avenues East and discussion will be held with the school district. Kuntz said it was important to note that most residents want to go back to two-way traffic.
