Information Memorandum

1. Information Services
IT staff is working on the hard drive encryption policy and testing it for required mobile
devices.
The Cityworks test system had the latest service pack installed. The service pack fixed
an issue with the Public Access Permitting program and will be installed on the
production Cityworks system once staff tests other functionality.
Internet was disrupted at three remote City offices but was restored the same day. The
WWTP plant continues to have intermittent internet issues. IT staff determined the
cause, implemented an interim solution and are working on a long term solution.
The airport security gate schedule was updated so the gate remains open from 8 AM — 5
PM after Daylight Savings Time ended. The gate management program must manually
be changed as the program does not account for DST.
2. Parks Department
Little Dribblers Basketball season ended on November 7, with a total of 179 participants
on 18 teams. Ice cream coupons were donated by Baskin Robbins for each participant.
Little Squirts Basketball season ends November 14. There are 57 participants and eight
teams. Ice cream coupons have been donated by Sweet Peaks for all the participants.
The Afterschool Program is taking registrations for Camp Freeze Out over winter school
break. Activities we are working on are snow/sledding day at Dry Bridge Pond, going
bowling and possibly ice skating. We are also taking registrations for Santa's Calling, ice
skating lessons, and preparing an art walk exhibit by the Afterschool Program.
Parks crews are completing the end of the season park maintenance items and are
transitioning into forestry prep work. Removal of hazardous trees will be a priority this
winter for forestry.
The Street Tree Committee met November 9, 2015, and completed their work plan
development for the upcoming year. Highlights include building on the success from last
year's Arbor Day and this fall's Tree Cycle ride. Developing tree related news articles is
another goal of the group in 2016.
Crews have finished winterizing Kalispell Youth Athletic Complex (KYAC) and closed
it for the season. In a report from the Department of Commerce, it was estimated that in
2014, KYAC provided $7,590,000 in economic impact to our community.
Paws to Play will have a fund raising event on Saturday November 14, 2015, from 2-4 at
the Kalispell Brewery. The group will be raising awareness and fundraising during the
time.
3. Public Works
50/50 Sidewalk Replacement Program
The 50/50 sidewalk program is closing out another successful construction season with
various curb and sidewalk projects completed throughout the City. All private party
work orders have been completed with one last City ADA curb ramp work order left to
be finished on the residential 12th Street West sidewalk addition. Upon completion of the
50/50 projects, Sandon Construction will have completed 24 work orders and installed
4.8 blocks of sidewalk for individual residences, businesses, and homeowner
associations.
Winter Season
It's officially winter time, and the City crews will be attending to the snow and ice
conditions of the City Streets. The City's Snow Policy was adopted by Council in 1997
and provides a policy on snow removal procedures for streets, alleys, and sidewalks. The
Policy delineates responsibilities of the Public and sets expectations for City roles and
responsibilities. A summarization of the policy can be accessed on the Kalispell website
at www.kalispell.com/public_works/snow removal or by calling Public Works at 758-
7720. Below is a summarization of the Policy:
Snow Routes: A primary system of unmarked snow routes has been established for
effective snow removal on the collector and arterial system. The snow routes are divided
into first priority and second priority routes.
First Priority: Any hour service by the Street Division for snow routes which are
established emergency and school routes.
Second Priority: To receive immediate attention following plowing of first priority
routes.
Plowing & Parking in Residential Areas: Residential areas will be plowed within 48
hours of the end of snowfall in excess of 3 inches. Less than 3 inches will not be plowed
from residential streets unless drifting occurs. In central Kalispell, plow operators will
clear Avenues on Monday, Wednesday, and Friday. Plow operators will clear snow from

Streets on Tuesday and Thursday. If you must park your vehicle on the public street, you
are requested to park on the nearest adjacent Street or Avenue on the days when plows
are operating.
Other residential areas, typically South of 18th Street, East of Woodland Avenue, West of
Meridian Road, and North of Colorado Street, where off-street parking is more abundant,
are not impacted by the request to move vehicles between Streets and Avenues.
However, snow clearing in these outlying areas will be greatly improved if on -street
parking is held to a minimum.
Please note: Plow operators will attempt to clear snow from curb to curb. Where access
to the curb line is blocked by parked cars, the vehicle owner should expect snow to
accumulate around the parked car as the plow passes the vehicle. City crews will try to
avoid plowing snow against a parked vehicle. However, if it does happen they will not
be able to assist in removing the piled snow.
Plowing Private Property: It is not appropriate for a city plow to clear snow or ice from
private property unless it must be done to allow emergency vehicle access. Pushing snow
from private property onto the public streets or sidewalks is also prohibited by the City
Code section 24-18.
Private Driveways: City plows are not responsible for clearing private driveways or
snow from private property. The operators do their best to minimize the driveway berms,
but some accumulation is inevitable.
Alleys: Alleys will not be plowed except to maintain essential City services.
Public Parking Lots: Plowed within 12 hours of the end of snow event by Street
Division. Parking lots and sidewalks administered by the Kalispell Parking Commission
are not covered by this Policy.
Sidewalks: Sidewalks at City operated facilities shall be cleared within 36 hours of end
of snowfall. Clearing snow from sidewalks adjacent to private property is the
responsibility of the property owner or resident. City Code Sec. 24-17.
Sanding/Ice Control: Use of street sanding abrasives and deicers will be dictated by
specific weather and road conditions of each snow event. Street sanding abrasives and
Sodium Chloride solution (with rust inhibitor) shall be used when the application will
produce a proven result. Sanding abrasives generally will not be used except when a
solution of Sodium Chloride will be ineffective.
4. Building Department
The department issued 2 single family homes this past 2 weeks for a total of 162
residential units (52 single family homes, 10 townhomes, 4 duplex units and 96 multi-
family units). We have also received 15 applications for new houses (2 townhouse units
and 13 single family homes) in the past 2 weeks as well.
5. Planning Department
Staff has received a re -submittal of Silverbrook Phase 2 preliminary plat. The 300 lot
preliminary plat was originally approved in 2009 but never went to final plat. It was set
to expire in March 2016, so the owners are resubmitting the plat to maintain their project.
Staff is preparing an environmental assessment for the Kidsports application for a state
public facilities funding grant. The grant application is due November 30, 2015. Staff
has also finished a final editing review of the working draft South Kalispell Urban
Renewal Plan, comments have been sent back to CTA and we hope to have a draft plan
available for review in the coming weeks.
6. Fire Department
Since the last update, the Kalispell Fire Department has received 133 calls for service and
has conducted 7 outreach trainings with approximately 101 individuals in attendance.
With the winter season approaching, department staff is transitioning from warm season
operations to operations for winter weather. This includes preparing equipment for
freeze prevention, winter driving, adjusting our tactical operations to account for colder
temperatures and readying our Personal Protective Equipment to ensure safe operations.
We are also focusing our public education material and information to help prepare the
community for the winter season ahead.
Fire department staff is also preparing for our annual public school inspections which
will take place during the school districts' winter break.
