1. Police Department
National Police Week
In 1962, President John F. Kennedy signed a proclamation which designated May 15 as
Peace Officers Memorial Day, and the week in which that date falls as Police Week.
Currently, tens of thousands of law enforcement officers from around the world converge
on Washington, DC, to participate in a number of planned events which honor those that
have paid the ultimate sacrifice.
Sergeant Doug Overman, and Officers Andy Haag and Jordan Venezio travelled to Great
Falls on Monday to participate in the annual Montana Peace Officer Memorial
ceremony. The officers represented Kalispell in the ceremony and Sergeant Overman
and Officer Venezio rode their Kalispell Police Motorcycles in the Law Enforcement
parade.
Monthly Report
Included in this update is the KPD Monthly Offense and Arrest totals for April 2015. In
April, we responded to 275 "offenses reported." Our "offenses reported" are much
higher than 2014- 190 and 2013-237.
The reported arrest statistic is somewhat misleading because one arrestee may be charged
with several of the offenses reported. For instance, during the month of April we show
85 "offenses reported" and 37 "arrests." However, these 37 "arrests" are attributed to
90% of the 85 "offenses reported."
2. Parks Department
Our ISA certified Arborist and the Public Works Engineering Department is working
together to establish long term fixes for sidewalk/tree root conflicts. While, tree roots
and sidewalks are adversaries in an urban environment we are looking to find solutions
that meet desired outcomes for both departments.
Our maintenance crews our out energizing irrigation systems, performing turf
maintenance, prepping garden soils for flowers, and readying Woodland Water Park for
the summer season.
Since April 1, parks reservations revenue has increased over $4,000 and year to date has
exceeded the budgeted revenue by over $900. Youth camp registrations opened April 22,
2015. Since that date, over $60,000 (46% of budgeted amount) in revenue has been
realized with registration numbers being approximately midpoint of occupancy. The
Afterschool program has 23 days of operation left and to date has exceeded the budgeted
revenue by over $300.
The Recreation Department is currently conducting interviews for our Summer Day
Camp and Sports Camp programs. We are anticipating hiring nine new staff to augment
our returning employees. Our aquatics division is currently interviewing for life guards,
water monitors, front desk and concessions employees.
3. Fire Department
Since the last update, the Kalispell Fire Department has received 107 calls for service and
has conducted 2 outreach trainings with 62 individuals in attendance.
Fire Department Staff are currently updating and adding Standard Operating Guidelines
(SOG) to better reflect the operations of the department.
The fire department and other city departments are currently collecting and organizing
information for an upcoming Insurance Services Office evaluation of Kalispell's fire
suppression rating schedule. This evaluation looks at a number of items including fire
department response, staffing, training and equipment, water systems, dispatch
capabilities, and also fire prevention standards. Currently, the fire department is rated at
an ISO class 3 on a scale of 1-10, with 10 being representative of no fire protection
present. The Insurance Services Office takes the information gathered and grades
everything on a points scale resulting in the city's overall score. They then provide this
information to insurance companies for the application of insurance programs.
4. Transportation Workshop
This past week, representatives from the City of Kalispell, Flathead County, the
Downtown Business District, the Chamber of Commerce, Montana West Economic
Development, and CTA Architects attended a workshop held by the Sonoran Institute on
community mobility. Over a three day period, the group reviewed connectivity and
transportation conditions in the City of Kalispell and reviewed potential options to
implement that may aid in the development of easier transportation routes for cars, bikes
and pedestrians. This group will continue to meet regarding these respective issues,
especially in anticipation of the completion of the bypass and the changing dynamics of
Highway 93.

5. Budget Workshops
As discussed at the last council meeting, the Fiscal Year 2016 budget workshops are
scheduled for Monday, June 8, through Wednesday, June 10. These workshops will be
held in council chambers from 7-9pm. It is anticipated that Monday and Tuesday will be
sufficient for the completion of the budget review. However, Wednesday night is
scheduled in case there is the need for additional time.
6. Public Works
Stormwater Construction Best Management Practice (BMP) Trainings
From April 28, 2015, to May 1, 2015, Public Works Department hosted three separate
erosion and sediment control trainings for individuals who are involved with the
construction industry. A total of 81 people attended the trainings which were taught by
professional instructors from Altitude Training Associates.
The trainings included Stormwater Management during Construction, Stormwater
Pollution Prevention Plan Administration, and Stormwater Pollution Prevention Plan
Preparation.
The City's participation in providing the training fulfills one of the City's annual public
education requirements for the City's MS4 Stormwater Permit.
2015 Overlay and Chip Seal Projects
Annually, the Street Department performs pavement restoration projects consisting of
asphalt milling and overlay. These projects are prioritized each year based on pavement
conditions and budgets. Projects scheduled for in-house mill and overlay restoration this
summer are listed below:

7. Human Resources
At the request of the Flathead Job Service and the Montana's Work Services Division
(WSD), Human Resources participated in a "focus group" meeting to help improve the
State Job Service's job's posting website. The City has worked with the Flathead Job
Service for external job postings for many years. This allows our openings to be
broadcasted statewide on their jobs.mt.gov website without cost. The Flathead Job
Services then helps match up potential applicants with City positions, enhancing our
chances of finding quality candidates.
With the help of several departments, we are compiling information and documents
requested for a pollution liability limited exposure insurance policy being attained
through the Montana Municipal Interlocal Authority (MMIA). Municipalities across the
country are finding that obtaining pollution coverage is difficult and costly since there are
so many variables. To that end, we are only able to obtain coverage for just $2 million
dollars coverage. Thankfully, the cost is being absorbed through reserve funds from
MMIA member cities and towns at this point.
