Information Memorandum
1/30/2015
1. Police Department
On January 26 the Kalispell Police Department assigned Police Officer Karen Webster as
our Special Crimes Investigator. The Special Crimes Investigators primary purpose is to
investigate sexually motivated crimes.
Attached to this memo are the year-end case reports for 2013 and 2014. A comparison of
the number shows activity trending slightly higher in 2014.
2. Information Services
Server backups were configured for some of the City's servers. The old server was taken
offline and will be decommissioned. A new power distribution unit (PDU) was setup for
the City Hall server room server rack. It is a metered PDU and will allow IT to monitor
how much power is used from the servers.
Initial discussions have taken place with staff to determine requirements for the City's
website redesign project. The website redesign is something being considered for the FY
2016 budget.
3. Parks Department
We are currently developing a power point presentation for Friends of Lawrence Park
that they can use to seek additional funding for park improvements. They have recently
reinstated their 501c3 status and have new members joining in their efforts.
Volunteers will be collecting Christmas trees one final time on January 31, 2015. The
trees are chipped and used for different landscaping projects throughout the city.
Recreation is currently accepting registrations for Little Kickers Soccer (indoor soccer for
grades kindergarten through 4th grade). The deadline for registering is February 6, 2015.
We will be hosting our Valentines Dance on February 7, 2015, at Laser School (124 3ra
Avenue East) from 7:OOpm — 9:OOpm. There will be dancing, music, snacks,
refreshments and door prizes. The cost will be $5.00 per person or $15.00 per family of
four.
We will be finalizing the Picnic in the Park schedule by January 30, 2015. Currently,
there are nine evening concerts and six day concerts planned for this summer starting on
June 30, 2015.
4. City Clerk/Communications
Work is being completed on efforts to release our first monthly employee newsletter.
The Employee Connection will feature employee interviews, work anniversaries, new
hires and retirements as well as health and wellness articles, training opportunities and
other resources.
Information is currently being gathered from staff regarding the content they feel would
be useful to new residents for an update to the City of Kalispell welcome brochure. The
brochure is sent out with Chamber materials to people wanting information about
relocating to Kalispell. It is also used by current residents, and often are distributed when
residents come by city hall to pay their utility bill. Changes will include new pictures,
friendlier text and information about community development.
5. Building Department
January is typically a slow month for residential construction starts. So far this year, we
have permitted 3 single-family and 2 townhome permits. Construction activity continues
at the Kalispell Regional Hospital with 2 remodel permits, one for the Administrative and
Imaging department and the second for construction of temporary holding bays in
preparation of an expansion to the Emergency Room Department. Permits have been
issued for the Dress Barn, 165 Treeline Road, and a shell building at 175 Treeline Road,
which does not have a specific tenant yet. Construction on these buildings is anticipated
to begin within the next few months.
6. Planning Department
TKG Spring Prairie Development Four, LLC, has submitted their proposal to develop the
28 acre tract of land located at the southwest corner of US Highway 93 North and Old
West Reserve (formerly Reserve Loop). The site was previously used as the Montana
DNRC Administrative Office Complex. They propose to develop 14 building pads (4
large pads and 10 smaller out parcels) to be utilized for general commercial development,
similar in nature to phases 1-3 of Spring Prairie to the immediate north. This is a multi -
application process occurring on State School Trust Lands. The applicants will need 4
specific approvals from the City of Kalispell: A Growth Policy amendment for 23 of the
28 acres to allow commercial development, a zone change from public P-1 to B-5
commercial for 23 of the 28 acres, a PUD overlay zone, and a 14 lot subdivision. A

planning board work session is scheduled on Tuesday, February 10, and a public hearing
before the planning board is scheduled for March 10, 2015. The applications would then
be forwarded to city council for final action.
The planning board has also received two requests from Flathead County for agency
exemption status: One for the proposed Earl Bennett 2 (also known as the South Campus)
at the corner of 1st Avenue West and 11th Street West. The other exemption is for a
storage building proposed for an interior lot adjacent to the northeast corner of Legends
Field. State law provides local and state governments the opportunity to request to be
exempt from local zoning regulations. But, in doing so, a community comment meeting
is required so that adjoining property owners have an opportunity to comment. These
meetings are scheduled for the February 10 planning board meeting.
7. Public Works
South Meadows Drainage Improvements — Phase II
Phase I of the South Meadows Drainage Improvement Project was completed in FY
12/13. The final phase, Phase II, includes 3 additional sections necessary to complete the
improvements. The project was bid last fall, but only received two responsive bids which
were much higher than the engineer's estimate for the project. Staff recommended
rejecting all bids and rebidding the project in the winter to try to attract more contractors
outside of construction season in hopes of receiving more competitive bids. The project
will be advertised for bids in February and bids will be opened in March.
The project includes furnishing labor, materials and equipment required to install
approximately 1,500 linear feet of 12" PVC Storm Main, 10 Storm Manholes, 11 Storm
Drain Inlets, paved surface restoration, landscape restoration and other related items
divided into three separate bid schedules for Darlington Drive, Garden Way, and
Bluestone Drive.
Sewer Lift Station 911
Lift Station 911's (Village Greens) emergency back-up generator is now installed and
fully operational. The sewer lift station serves 37 homes that now have emergency
sustainability during power outages. Throughout last year, Sewer Staff worked closely
with subcontractors to oversee all aspects of the project as a way to reduce cost and
improve Staff s knowledge of generator sizing, installation, and components.
Staff used City Procurement processes to acquire the generator and components, enlarge
lift station footprint, increase security fence dimensions, reconfigure electrical
infrastructure, and install natural gas service. Original cost estimates for the complete
install totaled $40,000.00. Upon completion, the total project cost was $26,146.16.
Accomplishments
This last year, the Public Works Engineering Department completed designs and
reviewed construction on $1,555,000 of infrastructure (lst Ave EN Water, 1st Alley EN
Sewer, 4th Ave E and 9th St E Storm, Lower Zone Tank Rehab, Sidewalk and Curb
Construction, Pavement Markings, Chip Seal). If we hired consultants to complete the
designs and construction inspection on these projects, we would have had to pay, on
average, 20% of the construction cost. Using that rule of thumb, the in-house design and
engineering cost savings, when compared to a consultant engineered project, was
$312,000.
For the $1.5 Million spent on construction last year, we built: 2,200 ft of Water Main, 5
Fire Hydrants, 26 Water Valves, 1,100 ft of Sanitary Sewer, 4 Sanitary Manholes, 960 ft
of Storm Main, 4 Storm Manholes, 14 Catch Basins, 4 blocks of Street Reconstruction, 3
blocks of alley reconstruction, 2,590 lineal feet of sidewalk, 58 Handicap Ramps, and
2,775 lineal feet of curb.
We completed plan reviews on 21 private developments, calculated impact fees on 36
developments, reviewed and approved 45 driveway permits, and reviewed and approved
83 right-of-way permits.
Additionally, we reviewed the construction on the following projects: Starbucks, Mtn.
Vista- Phase 4, 3 Rivers Bank, 10 Meridian Court, Flathead County Fairgrounds
Infrastructure Improvements Phase 1, Kalispell Kids Dentist Office, Burger King, The
Rock, Radiation Oncology, and MDT 3 Mile Drive.
8. Community Development
Urban Renewal Agency Annual Report:
The 2013-2014 report of activity within Kalispell's Tax Increment Finance Districts is

9. Fire Department
Since the last update, the Kalispell Fire Department has received 125 calls for service and
has conducted 2 outreach trainings.
Fire and building department staff have completed the fire inspections for the School
District 5 facilities and is currently working on the report for their review. With
cooperation from the school district and their facilities managers, we have seen a large
reduction in fire code violations throughout their facilities.
Crews within the department are currently going through their EMT/Paramedic
recertification. This requires re -certification of their American Heart Association (AHA),
Advanced Cardiac Life Support certification, documentation of a 24 hour refresher
course, and 48 hours of documented continuing education for the past 2 years.

10. Finance
The second set of incentive cards for participation in the annual health and wellness
screening are being distributed to employees and their dependents. The program,
administered by Montana Municipal Interlocal Authority (MMIA), is designed to make
individuals aware of monitoring their health and wellness. This last fall, baselines of the
screenings were established. If employees or spouses meet or exceed goals (reduced
weight, stop smoking, lower blood pressure, etc.) set by MMIA this coming fall,
additional awards will be given out.
In a conference call with Montana Municipal Interlocal Authority (MMIA)
representatives, we reviewed how we are going to track and calculate hours for seasonal
and temporary employees as part of Affordable Health Care Act (AHC) to determine
insurance eligibility. Although we were already monitoring hours on a monthly basis for
PERS retirement purposes (seasonal or temporary's can't have more than 960 hours or
they must j oin PERS), we will be using what is called a "look back period" under the
AHC. We will average the hours over last 12 months to assure seasonal and temporary
workers have less than 30 hours over the course of the year.
Although the final numbers are yet to be tallied, over 450 people attended Kalispell's first
Safetyfest held at FVCC over the past week. The City of Kalispell was acknowledged as
being one with of the largest participants with over 53 employees attending and for
helping in the coordination of the event.
There were over 40 different classes available ranging from a full 40 hour Hazardous
Waste Operations and Safety Certification class to two hour programs on Safety Audits,
Flagging, Scaffolding, Defensive Driving, First Aid/CPR, Wage and Hour Rules and the
Montana Human Rights Act. It is anticipated the next Safetyfest will take place in the
Spring of 2017.
