11-19-15 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, November 19, 2015 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Fire Chief Chad Fincher, Parks & Rec. Director Keith Haskins, Senior Civil Engineer Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner Rick Parker, Building Plans Examiner Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Kalispell Regional Medical Center — 310 Sunnyview; ER Addition/Renovation. Tabler stated that Public Works sent off comments on their resubmittal, and are waiting for their response. Sorensen has not heard back regarding the encroachment easement between the attorneys. This will be on the agenda for next week. Spring Prairie Phase IV — overall site development plan. We still don't have a finalized landscaping plan. The MDT approvals have still not been received. This will be on the agenda for next week. Meridian Mini Storage — expansion of existing facility. Sorensen has their Flood Plain Permit ready but they haven't been in to pick it up. Haskins stated they plan to build their pond in multiple phases. They have started putting up fencing, and they have paid their impact fees for Phase 1. We are waiting on plans. This will be on the agenda for next week. Kalispell Oral Surgery — 180 Timberwolf, new clinic. Public Works will be meeting with them this afternoon. Haskins stated they are looking at doing a phased pond that will be built out on the second phase. There are some logistical items that we need to figure out to make it work. They have to be able to expand it, make their outflow structure work correctly, and they also have a swale that needs to be sized for buildout of those lots that front it. This will be on the agenda for next week. Financial Drive — resubmitted project; 2 four-plex buildings. We received updated plans yesterday. They have taken off one of their trees that was in the clear vision triangle. They dropped the height of the fence in the setback area. Dedman is okay with them having only one access. Fincher stated there is a utility building owned by Century Link that is on their property. They need to clean up the rock and landscaping that is near the edge by the utility building that does not meet today's code. Fincher will review their new Landscape Plan, and include this as a condition. This is passed through Site Review with the exception of Public Works. Haskins would like to hold off until Public Works hears back from them. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Silverbrook and Owl View: Nygren needs everyone's comments in by next Wednesday, November 25th Silverbrook — Haskins asked Dedman if he is okay with the various cul-de-sacs as to whether the fire trucks can make those radii. We may have to condition these. Dedman will take a look at the project. There is a condition for a 60' road and utility ROW. Additional road and utility accesses were discussed. The ongoing road with three names will need to be corrected. The area planned for a future fire station was also discussed. OTHER REPORTS: Site Review — During Thanksgiving week, we will be moving our meeting to Wednesday, November 251h.
