OLD BUSINESS:
Kalispell Regional Medical Center— 310 Sunnyview; ER Addition/Renovation. Sorensen is not
sure if the paperwork to finalize this project has been completed yet by the City Attorney's office and
Bill Astle (attorney for the hospital). Haskins sent McIntosh comments on asking for a liability release
on the encroachment permit. Sorensen has not received anything back from McIntosh regarding the
pedestrian path plan. This will be on the agenda for next week. KRMC has a separate project that
will begin at the same time as the ER addition/renovation. They did not finish off the third floor of
the surgical tower, so they will be coming back in to finish off about half of that with an ICU
expansion. It will all be interior work, and we just received plans for that.
Spring Prairie Phase IV — overall site development plan. Fincher will have about ten comments in
to Sorensen later today, but only three will need action. He asked about details regarding the fence
around the pond. Tabler stated that it was noted in the report as being a black vinyl -coated chain link
fence. Fincher stated that on the new plans it is shown as having the fence on the inside and the
landscaping on the outside. He noted that their Kidsports items are going forward as originally
proposed with two gazebos, a picnic area, a couple landscape islands, the path, and then the berm
with the mixture of trees. They will need to get this approved by Kidsports and Parks, take it to
Architecture Review, and then have it reviewed by the Building Department. They had originally
proposed "artwork" in the 20'landscape buffer. They will need to provide clarification regarding this.
Freyholtz asked about what is going in the MDT ROW. Fincher replied there will be trees, sod, and
the bike path. Nygren stated there was also a condition to have undulating topography along there.
We are waiting on written approval from MDT regarding access approval of the original layout and
traffic light approval. Freyholtz stated MDT is still working on the signal review. Nygren noted that

the parking lot layout should be what the original layout was for the right -ins. This will be on the
agenda for next week.
Meridian Mini Storage — expansion of existing facility. Haskins stated that Public Works is pretty
close to sending out comments. Sorensen mentioned that they were running into some issues with
their foundations not meeting code. Parker is working with them on this. They have not contacted
Fincher on landscaping yet. This will be on the agenda for next week.
Kalispell Oral Surgery —180 Timberwolf, new clinic. They will be submitting a full set of plans in a
week or two. Haskins sent out review comments on this, and we did have a meeting with Steve
Lorch from DNRC and Justin Ahmann from APEC Engineering. They discussed the regional storm
pond idea and how we thing we could move forward if they provided us with a clearer vision of how
it is going to phase in. This will be on the agenda for next week.
NEW BUSINESS:
Financial Drive — resubmitted project; 2 four-plex buildings. Early this summer we were looking at
three four-plexes there. For a number of reasons, they decided to redesign this and go with two four-
plexes. Sorensen stated that there is only one access, which may be a fire issue that they will need to
address with an additional access. There is a lot more green space with the new design, and it fits
better on the lot. This should help with their storm drainage. We have ARC elevations that will be
reviewed next Tuesday.
PLANNING OFFICE ITEMS:
No meeting in November.
Immanuel Lutheran Home — CUP — Phase 3 & 4 are interior remodels. Phase 2, IA, & 1B will
have a 36-unit expansion, along with some changes to their roads and a proposed bike path. This was
approved on Monday, November 2nd, by the City Council.
Casinos - will be going to the Council for second reading on Monday.
Silverbrook Estates — Nygren stated that Marvin Galts will be coming in with Phase 2 (to the north).
This project has about 300 lots. This had a preliminary plat but never went to final, which will expire
in March. He will resubmit this to ultimately get seven more years. The PUD on this project is from
2006. This will be going to the Planning Board in December. With this new preliminary plat, they
will need to meet the new design standards. Haskins noted that imported fill is now a requirement,
which will add a lot of cost to their infrastructure for their utilities.
