OLD BUSINESS: Jeff Clawson, Plans Examiner Sean Conrad, City Planner Craig Kerzman, Building Official P. J. Sorensen, Zoning Administrator, Chair Sandy Wheeler, Comm. Dev. Mgr. Kathy Kuhlin, Recording Secretary Town Pump — 2910 Hwy. 93 S; casino addition to existing convenience store — PJ is preparing a letter to send to them. They have added some parking. Parks will be sending them a letter today. The basement issue has still not been addressed by them. Public Works still needs them to correct the approach on Cemetery Road to 36' and will need calculations on the storm sewer run off. They will need to have pedestrian crossings at all four corners and will need to have this restriped per Roger. PJ will include this in his letter and refer them to MDOT. They need a 5' landscape buffer on Highway 93. Brent will confirm the hydrant location. There are two access points. There is a City lift station on the other side of their property line on Cemetery Road. Courthouse East — 723 — 5th Ave E; remodel existing building into office/apartment use; proposed new coffee shop — Roger has looked at this project and is okay with the bollards at the service entrance. Public Works could help review the "bridge like" ramp. Susie is reviewing the drainage and she is working with the developers. They will have holding tanks on the far corners of the lot. They will let Parks know which trees they will be putting in the boulevard. Fire approves this project as far as site review issues are concerned. The Development Agreement and bond issue are being handled by Charlie, but they have not heard back from him. The lighting plan is still not completed. It should be done by next Thursday. In regard to the structural engineer, Darryl Byle was not able to find the time for this project, so they will be getting another engineer. Building would be willing to split the permits to allow more time for the engineer and facade approval. The mechanical and plumbing permits can be issued once the original building permit is issued. Public Works is still waiting for the full set of plans for drainage. NEW BUSINESS: House Moves — Craig has two house moves scheduled. The first one is scheduled for Saturday morning, April 29th. (As of Friday morning, the proposed move date has been rescheduled to May 13th.) The building is going through town, starting in Lakeside, and going to Beaver Lake in Whitefish. The second house move will be Saturday, May 6th at 7 or 7:30 a.m. This home will becoming into Kalispell from Dakota Avenue in Whitefish, coming into town on Hwy. 93 and then going the wrong way around the Courthouse Loop, and ending at 526 — 14th Street East. They hope to have their foundation in by then. Craig noted that this is a nice building, in good shape, and should meet City building code standards. Both buildings are low, so the utilities will not need to be present. PLANNING OFFICE ITEMS: Youth Center — Trinity youth facility does not have any major issues Flathead High School — addition — Fire will need a remote pickup at the curb for the Fire Department connection. Eisinger Motors — They will need a zone change and a plan amendment for annexation. This is located at the northeast corner of West Reserve Drive and Highway 93. Subdivision off of Three Mile Drive — Schwartz should be contacting PJ about what they are going to do in the flood plain. OTHER REPORTS: City Shops Building — They are investigating if the walls can meet the four-hour fire resistance. Copying Plans — PJ stated that the case of Billmayer vs. Schwartz regarding copying plans was ruled in favor of the defendant, but that it is being appealed. Until this is resolved, copyrighted information should be made available for public review, but copies should not be provided without written permission from the engineer, etc. who owns the copyright.
