RESOLUTION OF KALISPELL NEIGHBORHOOD DEVELOPMENT AUTHORITY
AUTHORIZING FILING OF FEASIBILITY SURVEY APPLICATION
WHEREAS, under Title I of the Housing Act of 1949, as amended,
the Secretary of Housing and urban Development is authorized to
extend financial assistance to local public agencies for surveys
of urban areas to determine whether the undertaking of urban
renewal projects therein may be feasible; and
WHEREAS Title VI of the Civil Rights Act of 1964 prohibits dis-
crimination on the basis of race, color or national origin under
any program or activity receiving Federal financial assistance
and Executive Order 11063 prohibits discrimination on basis of
race, color, creed or national origin in sale, lease or other
disposition of residential property (including land intended for
residential use) or in the use or occupancy thereof; and
WHEREAS it is desirable and in the public interest that the
Kalispell Neighborhood Development Authority conduct such a
survey in the urban area situated in the City of Kalispell,
County of"'Flathead, and,State of Montana, and generally de-
scribed as follows:
AREA #1. Beginning at the northwest intersection of East Idaho
Street right-of-way and Sixth Avenue E. N. right-of-way. Thence,
northerly along said westerly right-of-way li-le, of sixth Avenue
to an intersection with the northwest right-of-way line of East
�Zornia Street.
Thence, easterly along the northern right-of-
way jine of East California Street to an intersection with the
casu��rly ri(jht-of-way line of Seventh Avenue E. N. Thence,

the centerline of alley in Block 34. Thence, southeasterly along
said alley centerline between First Avenue West and Second Avenue
West to an intersection with the north quarter section line of the
southeast section of the southeast section of Section 18. Thence,
westerly along said quarter section line to an intersection with
the westerly right-of-way line of Eighth'Avenue West.- Thence,
northwesterly along said right-of-way of Eighth Avenue West to
an intersection with the northerly right-of-way line of Eighth
Street West. Thence, southwesterly along said right-of-way line
of said 1,;ighthStreet West to an intersection with the east right-
of-way line of WallaCe Avenue. Thence, north along said right-
of-way line of said Wallace Avenue to an intersection with the
north right-of-way line of Wallace Avenue. Thence, west along
the said right-of-way line of said Wallace Avenue to an inter-
section with the east right-of-way line of Meridian Road. Thence,
north along said right-of-way line of said Meridian Road to the
point of beginning.
WHEREAS the Kalispell Neighborhood Development Authority intends
to initiate the planning of an urban renewal project in the said
urban area after the aforementi6n__�d survey, provided'that the
undertaking of an urban renewal project therein is deemed
feasible7 and

W11EREAS the City of Kalispell is cognizant of the conditions
ethat are imposed in the undertaking and carrying out of urban
renewal projects with Federal financial assistance under Title
1, including the requirements that the locality present to the
Secretary of Housing and Urban Development, as a prerequisite
to approval of the application described below, a WorXable Pro-
gram for Community Improvement, as set forth in Section 101(c)
of Title I, for utilizing appropriate public and private re-
sources to eliminate and prevent the development or spread of
slums and urban blighti

3. That the United States of America and the Secretary of Hous-
ing and Urban Development be, and they hereby are, assured
of full compliance by the Kalispell Neighborhood Development
Authority with regulations of the Department of Housing and
Urban Development effectuating Title V1 of the Civil Rights
Act of 1964.
4. That the filing of an application by the Kalispell Neighbor-
hood Development Authority for an advance of funds from the
United States of America in an amount not to exceed $41,100.00
for conducting such a survey in said urban area is hereby
approved and that the Chairman is hereby authorized and di-
rected to execute and file such application with the Secre-
tary of Housing and urban Development, to provide such
additional information and to furnish such documents as may
be required by said secretary, and to act as the authorized
representative of the Kalispell Neighborhood Development
Authority.
