10-15-15 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, October 15, 2015 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Keith Haskins, Senior Civil Engineer Jarod Nygren, Senior Planner Tom Tabler, Senior Civil Engineer Kathy Nelson, Recording Secretary HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Chad Fincher, Parks & Rec. Director Tom Jentz, Planning & Building Director Rick Parker, Building Plans Examiner P.J. Sorensen, Chairman Calaway Apartments —1079 N Meridian; new apartment complex. Today is the deadline regarding the letter Jentz had sent them to get revised drawings in and/or a meaningful response to comments. He received a call from A2Z Engineering today to let us know that this project will not be going forward at this time. They would need to get a new CUP if they want to begin the project again. Kalispell Regional Medical Center — 310 Sunnyview; ER Addition/Renovation. New drawings for ARC have not been received yet. Nothing new regarding the bike path, either. This will be on the agenda for next week. Spring Prairie Phase IV — overall site development plan. Fincher stated that Karen Blumenstein is planning to go with the original plan with the off -site improvements, but he has not received that in writing yet. Blumenstein has accepted the landscaping changes, but we have not received a revised plan yet. Discussion was held as to what they can get started on before all the approvals are completed. We are waiting on written approval from MDT regarding access approval and traffic light approval. Haskins stated we may change the location of the manhole, and possibly shift it outside of the approach to the south. This will be on the agenda for next week. Meridian Mini Storage — expansion of existing facility. This project went through ARC. The landscaping couldn't be deferred until some other development happens somewhere else. It needs to be put in up front. They are okay with not putting rock mulch in the boulevard. They will contact Fincher about the southernmost tree in the boulevard because of the overhead lines and wires that come down from that. There may be a potential redesign because of stormwater. Haskins stated that underground detention would work well here rather than a pond. Our standards will allow a 5' offset as long as it's watertight construction to buildings or property lines with underground detention. 1 They will be meeting with Haskins at 4 p.m. today. They did send in the 20' easement to a gate for the fire access. Fincher sent them a response and they will need a new landscaping plan. Public Works will not begin their review until a full submittal is received, including the Engineering Report. This will be on the agenda for next week. Kalispell Oral Surgery — 180 Timberwolf, new clinic. The materials were submitted and went through ARC. The landscaping plan was shown. They are only building on half the site, but they will need to do a subdivision that could entail extending services in the road to some degree. This will be on the agenda for next week. NEW BUSINESS: PLANNING OFFICE ITEMS: Immanuel Lutheran Home — CUP — Phase 3 & 4 are interior remodels. Phase 2, 1A, & 1B will have a 36-unit expansion, along with some changes to their roads and a proposed bike path with either an easement or they would install it. They are proposing four bulb outs on Claremont, and a raised, mid -block crossing from door to door. There is a tentative meeting set for Tuesday for them to meet with Public Works next week. Parking could be an issue with this project. Westview Estates — Nygren stated that within this subdivision they want to create three lots. They want to get this remainder subdivided so they can start marketing it. They don't have any plans for it yet. Nygren stated they will go over our comments and decide what they want to do. OTHER REPORTS: Jentz noted that Marvin Galts is now the owner of Silverbrook. He will be coming in with Phase 2 up to the north. This is about 300 lots. This had a preliminary plat but never went to final, which will expire in March. He will resubmit this to ultimately get seven more years. The PUD on this project is from 2006. This will be going to the Planning Board. Haskins noted that we are going to need the Westside Interceptor soon.
