10-08-15 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, October 8, 2015 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Fire Chief Keith Haskins, Senior Civil Engineer Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz (Montana Department of Transportation); Nick Fucci (Hafferman Engineering, Inc.); and Margaret Davis (homeowner of 160 Charlotte). HEAR THE PUBLIC: Margaret Davis, homeowner of 160 Charlotte, spoke on behalf of her neighborhood regarding the hospital project between Grandview and Heritage. Davis believes that this project should be on the agenda for three reasons: (1) KRMC is consulting with the City and the City is proactive at correcting and addressing infrastructure; (2) Almost all of 10 acres has been disturbed; there should be something in place for dust abatement; and (3) Last year there was an agreement with the City about use of a temporary lot off Grandview for snow removal and staging. Are there any other agreements between the City and the hospital that are governing this particular preparation for development? Sorensen noted that when parking lots are being put in, they do not come through Site Review for a permit. Any other development is not going in there right now. They did consult with us on doing the parking lot design and putting it in per City standards. No building or construction is going in there. Their Stormwater Permit has been approved by Public Works. Haskins noted that if the project gets large enough, they would also get a Stormwater Permit from the State. They would have both permits, and we do inspections of construction to look at those concerns with dust abatement and keeping the BMPs in place as practical for construction. Sorensen noted they have been coordinating with the City. There are no other agreements with the City. The temporary parking will be taken out now per Haskins. Davis asked and Sorensen answered that they are not required to fence this area. PERFORMANCE BOND REMINDERS: Haskins noted that Burger King's bond has been released. OLD BUSINESS: Calaway Apartments —1079 N Meridian; new apartment complex. Jentz sent out a letter with new deadlines. They will need to get revised drawings in and/or a meaningful response to comments by mid -October, and be under construction by December 15th. This will be on the agenda for next week Kalispell Regional Medical Center — 310 Sunnyview; ER Addition/Renovation. Nothing new with this project this week. This will be on the agenda for next week. Jentz mentioned that Frank Garner had called to request crosswalk painting on Sunnyview to the new parking lot. Haskins noted that mid -block crosswalks require a traffic study. Spring Prairie Phase IV — overall site development plan. Regarding the MDT accesses, Freyholtz noted that a response will be sent today that MDT will not require the "T" design. MDT is waiting for the signal design from the developer, and then the MDT Approach Permit can be issued. They will need this before they can get their Final Plat. There are still some issues between Kidsports and Parks with this project. Jentz and Haskins were both questioning the temporary accesses on Old Reserve Drive. Freyholtz will check to see if MDT approved it. Final Plat for the Marriott went through, and they received their Building Permit last Tuesday. Their temporary access has a large rock in the road and rock on the curb. Freyholtz will also look into that. Sorensen also mentioned a settling in Old Reserve Drive, possibly caused by the storm pipe, that Freyholtz will check. Tabler stated that the sidewalk along the highway in front of the Mariott has been severely cracked and will need to be repaired. Freyholtz will look into this to see if MDT would be responsible for repairing it. This will be on the agenda for next week. Meridian Mini Storage — expansion of existing facility. Sorensen stated that we will be getting a letter out to Fucci later today with some comments. The most significant is some of the buffering along the south rail line. The CUP condition states that it needs to be installed now. The rock mulch going all the way out to the curb line within the public ROW doesn't work because of the landscape ordinance. Regarding fire issues, it is mainly that easement. Dedman is okay with the existing hydrant on Meridian as long as there is a clear easement to a gate that would take it through along the west property boundary. The most significant impact is the storm drainage. Fucci stated that all the buildings that will be impacted are owned by the landowner. If the landowner takes liability, is that something the City would be able to work with? Haskins noted that adjacent property owned by BNSF would be impacted. Fucci stated they will comply with the setback from the property line regarding the adjacent property. Presently, the setback to the buildings would eliminate four of the buildings. The City could possibly do a deviation that would be carried with the property. They will work with the City on this. Liability would need to be put on the landowner for any damages. There may be changes in the layout. They will probably need a significant redesign. This will be on the agenda for next week. Kalispell Oral Surgery —180 Timberwolf, new clinic. Haskins stated that they were going to make some modifications to the utilities and resubmit the civils to Public Works. Sorensen noted they brought in a landscape plan for ARC. They are only taking up about half the lot and then looking at maybe putting in a second building on the property. This is zoned R-5 so they may have to subdivide the lot again. They will probably want to have some sort of interim plan for the other part. Haskins noted that they are planning on having a regional storm pond that will serve the entire development. They will install it as part of this project, and future projects will require a lift station. These two can serve off of the existing sanitary sewer, but the rest of them will be too little. If they do subdivide this, they may have to extend utilities and ROW all the way through the subdivision. This would be easy to preliminary plat. Jentz stated that with all this development going on, Treeline Road really 2 needs to go through up by the Holiday Inn Express and we will need to ask DNRC about it. MDT is going to redo the intersection by the Home Depot/Treeline Road intersection, which is being budgeted for. The timeframe on that redo is unknown. This will be on the agenda for next week. NEW BUSINESS: PLANNING OFFICE ITEMS: Immanuel Lutheran Home — CUP — Phase 3 & 4 are interior remodels. Phase 2, IA, & IB will have a 36-unit expansion, along with some changes to their roads and a proposed bike path with either an easement or that they would install. They are proposing four bulb outs on Claremont, and a raised, mid -block crossing from door to door. This will be going to the Planning Board October 13t'. Kalispell Center Mall — There will be a text amendment going to the Planning Board regarding some of their parking standards. They are in the downtown parking district but have different standards; the change will match them to the downtown. This will reduce the number of spaces required for the mall, taking them from I to 250 to I to 400. This would allow them to do more development on outlying pads in the future. Westview Estates — Nygren stated that within this subdivision they want to create three lots. They want to get this remainder subdivided so they can start marketing it. They don't have any plans for it yet. Haskins stated they would need to extend the road to meet our standards. They don't want to do the street or the services right now as they don't know what will go in there yet. Prior to Final Plat of Lot 3, we could condition that the road and utilities be extended.
