OLD BUSINESS:
Calaway Apartments —1079 N Meridian; new apartment complex. Jentz sent out a letter with new
deadlines. They will need to get revised drawings in and/or a meaningful response to comments by
mid -October, and be under construction by December 15th. This will be on the agenda for next week
Kalispell Regional Medical Center — 310 Sunnyview; ER Addition/Renovation. McIntosh plans to
bring in updated information on the ER and the path layout plan. Regarding the Phase 2 parking lot
expansion, the only hold up is the abandonment of the fire service line. He asked if an indemnification
agreement was even on the table for trying to leave that fire service line in place. Haskins stated that
it is now in our standards that we would probably require the abandonment. They still need to submit
their driveway permit application. They will try to consolidate the staging area and put in more
screening. Tabler needs an amendment for the CDS units. He will need a new cut sheet for the units.
They could propose a different look for what goes around the pond, but they do need something
there that you can see through. This will be on the agenda for next week.
Spring Prairie Phase IV — overall site development plan. Plat is being distributed to the Council.
The MFE fee of $100 needs to be paid. Sorensen stated that with the overall site, MDT wanted to
see the access points changed to empty into the parking lot with T intersections. We were having
them come out straight into boulevard situations similar to what is across the street. They would
listen to some rationale to possibly do this differently. Haskins stated that it is outside of the City
ROW, so Public Works would not have any issue with this. He also stated that with the functionality
of the parking lot, it really diminishes its usefulness. Jentz stated that the PUD plan that was

approved showed those roads specifically coming into that parking lot area but with more of a
boulevard/sidewalk route that you could drop people off without cars backing into and traffic would
flow better. They could also choose to go right or left to a parking lot. Tabler will work with PJ on
preparing a letter for their traffic engineers at MDT. Sorensen asked Rademacher ifKPD has had any
issues or accidents with the traffic flow setup across the street, and he replied that they did not.
Tabler also noted that emergency vehicles would have difficulty making the turns with the T design.
Public Works has sent out their approval on this. The Kidsports issues and the stop light design are
holding up the progress of this project. This will be on the agenda for next week.
Marriott — Spring Prairie 4 (Old Reserve Dr); new hotel. Roof top items need to be screened.
Public Works is okay with this project, but impact fees have not been paid yet. This is passed through
site review. They plan to come in next Tuesday for their building permit.
NEW BUSINESS:
Meridian Mini Storage — expansion of existing facility. They need to have a 20' setback, and will
probably need a significant redesign. Tabler stated they haven't submitted the Design Report, and
Public Works needs the numbers. This will be on the agenda for next week.
Kalispell Oral Surgery — 180 Timberwolf, new clinic. Sorensen stated these plans were submitted
for preliminary comments from Public Works. Once they get preliminary comments back from Public
Works, they will make those revision and put them in a new set as more of a formal submittal for Site
Review. They will probably have building plans in in a few weeks from now. The original
subdivision, Brightview, was a preliminary plat. Nygren will look into this to see if there are some
remnants as far as improvements from when they did the first two lots that they would have to do
when this was under construction. DNRC had some phasing implementation on this. This will be on
the agenda for next week.
PLANNING OFFICE ITEMS:
Marriott Nygren noted that MDT is okay with their NW entrance. They will be going before the
Council for their Final Plat on October 5th
Immanuel Lutheran Home — CUP — Phase 3 & 4 are interior remodels. Phase 2, IA, & 1B will
have a 36-unit expansion, along with some changes to their roads and a proposed bike path with
either an easement or that they would install. They are proposing four bulb outs on Claremont, and a
raised, mid -block crossing from door to door. Nygren noted that the referral has been sent out and he
is waiting for comments. This will be going to the Planning Board October 13th
OTHER REPORTS:
United Drive — possible dedication to the City. Nix explained his proposal for this property site at
Triple W Equipment. It is located north of the bypass extension and west of Gardner's PUD. United

Drive is currently private. They want to bend the roadway north, and install curb, gutter and
sidewalk. They will also do curb, gutter, and sidewalk along the east side of their property and put in
the bike path along the front. Currently there is a sewer line and a water line on the north side of the
property. In 2006 Ken Williams granted a blanket easement for utilities, which Nix would propose to
convert to a specific easement about 20' wide on the north side. They are anticipating that the
roadway extension would provide the east/west roadway. Nix stated that this is really important
because with a busy retail center there is a lot of activity in the parking lot, so if people are looking to
get back to the roadway to the light, which provides all access for four directions, they would
probably come back onto United Drive over to the bypass extension road and then back out to the
light. The ROW in front of the auction will need to be looked at. Jentz stated that Todd Gardner
would need to dedicate the road to the City. We would have to end up with at least a 60' ROW, and
then the asphalt is not centered anymore on the property. This is B-5 zoning. Nix will be meeting
with Gardner. He stated the extension of United Drive up to Lower Valley/Willow Glen is critical to
Gardner's development of the properties in the rear there. They will have to get an engineer to look
at the roadway to see what the construction quality is and if it meets the City standards, and then
what it might need for upgrades, if anything. In regard to how this relates to Triple W, Nix thinks the
curb line is right there, and they would take care of everything from the sidewalk and the landscaping
from the curb over. Triple W has one fuel tank in the rear. It has utilities on three sides. Haskins
stated that if fire flows dictate a loop through the southern side, that would be all they would be
looking at as far as utilities.
