OLD BUSINESS:

Calaway Apartments —1079 N Meridian; new apartment complex. Jentz sent out a letter with new
deadlines. They will need to get revised drawings in and/or a meaningful response to comments by
mid -October, and be under construction by December 15th. This will be on the agenda for next week.
Kalispell Regional Medical Center — 310 Sunnyview; ER Addition/Renovation. Sorensen is still
waiting for items for ARC, PUD Amendment, and ROW Encroachment w/building. McIntosh stated
that he needs to bring a letter to Site Review requesting the ROW encroachment. He has documents
between Harball and Astle, stating they are comfortable with it in terms of the easement document
that was put together. Sorensen asked about the bike path part of it. McIntosh replied that in terms
of the plan to us prior to issuance of the ER permit? Sorensen confirmed this is correct, regarding the
north end and the south end as far as what the plan would be. Sorensen will discuss this with
Marcello. McIntosh had sent an e-mail about changing the access into the storage area. There is a
transformer there that feeds pedestals for any temporary power that Swank needs. They need a wider
radius there for their trucks. McIntosh is aware they need a ROW encroachment permit, a driveway
permit, and a stormwater permit. Sorensen noted that regarding zoning, staging areas are not really
addressed. Jentz believes the whole staging area should be moved east in the common area.
McIntosh asked in terms of the overall PUD, will this all roll into a bigger discussion. Jentz stated
that it's one thing when they use a site, but 15 years later asking the City for an approach permit,
formalizing a use that probably shouldn't be there. Can they consolidate that site? We've been
looking the other way for the longest time. Sorensen suggested more substantial buffering to
minimize the impact on the neighborhood to the north. Haskins noted that on some of our driveway

permits where there were electrical transformers in the way, we required them to be moved.
McIntosh asked if this were a residential scenario, could you put your driveway anywhere on the lot
frontage as long as you meet your distance between the adjacent driveway? Haskins gave an example
of one that came in recently where they had to move the pedestal in order to get the driveway access
in. McIntosh stated that he can make a location, other than the one being discussed, work. This will
be on the agenda for next week.
Spring Prairie Phase IV — overall site development plan. Sorensen has some landscaping questions
for Fincher. Haskins stated that Public Works is just about ready to submit their approval on this
sometime this week. Fire is okay with this. Sorensen stated that they are essentially where we
needed to be with the whole site. This will be on the agenda for next week.
Marriott — Spring Prairie 4 (Old Reserve Dr); new hotel. McIntosh will be submitting revised plans
today, as well as finishing up the letter for Public Works' resubmittal. They have discussed their
hydrant needs with the Fire Department. The northeast hydrant will be fed directly off Old Reserve
Loop. Public Works agrees with their new proposed design for this and Dedman will also take a look
at it. The subdivision improvements will put in the southeast hydrant. Their bond is for the public
(Marriott) side infrastructure (service being stubbed in for sewer, service being stubbed in for fire and
domestic, the water main, and the temporary storm swale). Haskins noted that they will need to get a
utility occupancy permit for the fire hydrant and an encroachment permit for the sanitary sewer
service. Haskins stated another issue is the pedestrian crossing at the corner that would go right into
their approach on the south side. We're asking EES to move that a little bit north so it doesn't come
into the driveway approach for the hotel. This will be on the agenda for next week.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS:
Marriott—Nygren noted that MDT is okay with their NW entrance. They will be going before the
Council for their Final Plat on October 5th
Immanuel Lutheran Home — CUP — Phase 3 & 4 are interior remodels. Phase 2, IA, & IB will
have a 36-unit expansion, along with some changes to their roads and a proposed bike path. Jentz
noted that along the highway they are looking at granting the easement for the trail. They are
proposing four bulb outs on Claremont, and a mid -block crossing from door to door. This will be
going to the Planning Board October 13th
Kalispell Center Mall — There will be a text amendment going to the Planning Board regarding some
of their parking standards. They are in the downtown parking district but have different standards; the
change will match them to the downtown. This will reduce the number of spaces required for the
mall, taking them from 1 to 250 to I to 400. This would allow them to do more development on
outlying pads in the future. They are also looking at expanding Herberger's.

OTHER REPORTS:
Village Loop — vacant lot — medical office. Northwest Family Health. McIntosh stated they have
just under 15,000 sq. ft. of area and way more parking than they need. They want to use part of it as
their employee and staff parking. Patient parking would be off the existing parking lot. The addition
will be a little under 10,000 sq. ft. They will add their ADA parking to existing, provide a connection
into the existing connection to the lot, lighting, landscaping, etc. He's just looking for initial
comments before they get started. There are two existing driveways that they will be removing. He
is waiting for the Geotech report. They will put some trees in along the boulevard. This will be on
the agenda for next week.
Women & Children Project — PUD — cross parking. McIntosh wanted to know if doing the cross
parking would trigger doing something now. Sorensen stated they could do some off -site parking.
The PUD would address the parking, the signage, the RV's, etc. This will be on the agenda for next
week.
Meridian Mini -Storage Expansion — We looked at the CUP earlier and discussed the addressing for
it. The stormwater calculations, downstream analysis, and Stormwater Engineering Report will
follow upon completion per Hafferman Engineering. The CUP required buffering along the side
where the tracks currently run, which will soon be a trail. Haskins noted that the stormwater appears
not to be adequate at this point. This is a flood plain zone on the map. This will be on the agenda for
next week.
