OLD BUSINESS:

Calaway Apartments —1079 N Meridian; new apartment complex. Jentz sent out a letter with new
deadlines. They will need to get revised drawings in and/or a meaningful response to comments by
mid -October, and be under construction by December 15th. This will be on the agenda for next week.
Kalispell Regional Medical Center — 310 Sunnyview; ER Addition/Renovation. Public Works is
still waiting for revised plans from their engineer. Dedman spoke with McIntosh about fire hydrants.
He may require them to put one closer to Brendan House. This will be on the agenda for next week.
Spring Prairie Phase IV — overall site development plan. Sorensen has some landscaping questions
for Fincher. The approaches on Old Reserve Loop were discussed. We are still waiting for the
layout on the approaches as required by MDT. Tabler stated that Public Works had two minor
comments on their pedestrian ramps and their driveway approach. Public Works is also waiting for
the letter from Kidsports stating they know about the retention pond location being too close to the
property line, that they are aware of this encroachment, and are okay with it. Haskins stated we will
grant approval contingent on these few items that are remaining and on their compliance. This will be
on the agenda for next week.
Marriott — Spring Prairie 4 (Old Reserve Dr); new hotel. Final Plat - They will be submitting a final
revised set of plans by next Friday to go to Council on October 5. Nygren noted that MDT is good
with the accesses for the Marriott. This will be on the agenda for next week.
Canvas Church — Summit Ridge; revise parking layout from previously approved plan. They want
to change the striping from perpendicular to 70' angled parking, two-way traffic, in the west parking
lot. Haskins asked about the parking lot in the right-of-way on the east side. Jentz suggested that
Public Works do an encroachment permit to have it recorded for the future in case we need to extend
Parkway.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS:
Marriott —They will be going before the Council for their Final Plat at the October 5th meeting.
Kirk Property/Timber Meadows — off of Meridian Court. This proposed 40-unit senior housing
project passed through the Planning Board.
Immanuel Lutheran Home — CUP — Phase 3 & 4 are interior remodels. Phase 2, IA, & 113 will
have a 36-unit expansion, along with some changes to their roads and a proposed bike path. Jentz
noted that along the highway they are looking at granting the easement for the trail. They are
proposing four bulb outs on Claremont, and a mid -block crossing from door to door. This will be
going to the Planning Board October 13th
Kalispell Center Mall — There will be a text amendment going to the Planning Board regarding some
of their parking standards. They are in the downtown parking district but have different standards; the
change will match them to the downtown. This will reduce the number of spaces required for the
mall, taking them from 1 to 250 to 1 to 400. This would allow them to do more development on
outlying pads in the future. They are also looking at expanding Herberger's.
OTHER REPORTS:
Coffee Shop at Eastside Brick — this was turned into a single-family home. They want to add a
staircase to provide another access to the basement. There would be 25' between the stairwell and
the first parking space so there will be room for a two-way access. They would have a guard rail
around the stairway. Everyone was OK with this change.
Treeline Apartments — Dedman spoke with Ben from LHC. They might be able to get permitted to
do some combustible construction on the two lots that are directly adjacent to the pavement. He is
waiting to hear back from them.
Glacier Rail Park — Haskins stated the water system will have some big changes. They are putting
in a Lift Station, and all the streets are conditioned on the Preliminary Plat to be collectors. He
doesn't see the need for all of them to be collectors, especially Oregon Street. How would we go
about getting Oregon down to a local road? Jentz said we would need to get it approved by the
FCEDA Board and their engineer, KLJ. They had wanted wider streets for the larger trucks, so they

called them collectors, as a collector is 34' wide. We would just need to accommodate grain trucks
or semis on a smaller road. Haskins noted that Oregon wouldn't have the truck traffic. There will be
curb, gutter, and sidewalk along Oregon that stops where it fronts in the County. Flathead Drive will
have a traffic light. Haskins is concerned the size of the lift station may be too small. They will have
6,000 gallons a day for the entire 103-acre site. They have a 4" main coming out of that lift station.
Someone will eventually need to upsize the lift station, upside the force main, and potentially do
downstream improvements if the flows begin to exceed what they were designed for. Only rail -served
tenants will be in this complex. Tabler noted that regarding East Oregon, we are struggling to find
room for sidewalk, curb and gutter, and a potential boulevard for snow storage. The wide footprint
proposed for East Oregon could be an opportunity to give us a little real estate for some of those
needs. Jentz explained this will go back for Final Plat in front of the Council. We will speak with
KLJ about it being a collector, and then we can go back to City Council with a condition to change
this as a minor change if KLJ and FCEDA agree. The fire flows are 3,500 as required by Dedman.
